2 Project focus According to the latest report of the Intergovernmental Panel on Climate Change (IPCC, 2007), eleven of the last twelve years rank among the twelve warmest years in the instrumental record of global surface temperature. However, global climate change does not only mean that the global mean temperature is increasing. An even more significant threat for human security is the fact that the slow shifts in average conditions over a long period will cause an intensification of extreme weather events (IPCC, 2007). South Eastern Europe is beside Mediterranean Central-Europe the most vulnerable to climate change.

3 Objective The main aim of the proposed project is to coordinate and facilitate the development, assessment and application of climate change vulnerability tools and policies in South- Eastern Europe with the goal of improving climate change preparedness and reducing climate change impacts on the society. The specific objectives are as follows: (1.) To identify which sub-national areas/units (regions, provinces, or districts, depending on the availability of the data) of region are the most vulnerable to climate change. (2.) To show these vulnerable areas in a map for ease of reference of interested parties. (3.) To put result on interoperable spatial geo- platform.
