3 Why a Local Worker Program? For every four people who leave the trades – by retirement or otherwise – only one new person is supplied by apprenticeship programs. The Department of Labor estimates that the construction industry will require about 240,000 new workers each year for the next five years. A Local Worker program:  Cultivates a skilled labor force for a demanding market  Ensures that capital dollars remain local  Provides local citizens with training and sustainable career paths  Establishes good public policy

4 LAUSD Program Framework Project Stabilization Agreement (PSA) provides the program framework:  Establishes 50% local worker goal  Reinforces Importance of Training  Establishes guidelines for Use of Apprentices www.laschools.org/contractor/psa

5 “We Build” Local Worker Program Mission To provide local District residents an opportunity to participate in the construction of neighborhood schools through pre-apprenticeship training and placement in Union Apprenticeship Programs. Program Elements 10-Week Pre-Apprenticeship Training Refer Graduates to Unions for State Approved Apprenticeship Training Project Placement is made through Prime and Subcontractors

6 Eligibility & Training Locations Eligibility Criteria Must be 18 years or older Must possess valid California Driver’s License and Social Security Card Must live within LAUSD service area LAUSD PRE-APPRENTICESHIP TRAINING LOCATIONS East Los Angeles Occupational Center East Los Angeles Skills Center Harbor Occupational Center Los Angeles Technology Center Maxine Waters Employment Preparation Center North Valley Occupational Center West Valley Occupational Center

7 Benefits to Contractors Creates an efficient vehicle to hire and develop a skilled workforce for LAUSD projects. Provides quick access to apprentices that are pursing work in the “hunt trades”. Provides screened and readily available apprentices. Increases construction site security and improves local community relations. Creates a pool of qualified local workers that can assist in meeting the PSA 50% local worker participation goal per project.

8 Hiring Process 1. Understand the PSA and adhere to its terms and goals. Recognize the difference between the “Hunt” and “List” Trades. 2. Determine your local worker and apprentice needs for LAUSD projects. 3. Contact the “We Build” Program Staff for quick assistance and access to “We Build” graduates who are work ready. 4. Execute Letters of Subscription to sponsor “We Build” graduates into the Union. 5. Contact “We Build” with any questions or concerns.
