2 Motivation The AAI_SON-ADV with Action type 4 for Reason bit 0b11 is specified in P802.16m/D3. Because the ABS Does not know the expected power down time or resource adjustment time and expected uptime of the accident. We Suggest that the Femto ABS is going to disable the air interface by instruction or by accident, it shall broadcast an indication of the air interface down through AAI_SON-ADV with Action type 4 for appropriate Reason bit 0b00 and 0b11.

3 Proposed Text [Modify the following text in section 16.4.13 Femto ABS Reliability] When a Femto ABS is going to disable the air interface by instruction or by accident, it shall broadcast an indication of set the cell bar bit to 1 in order to prevent AMS (re)entry and should broadcast that the air interface is going down through AAI_SON-ADV with Action type 4 with the appropriate for Reason bit 0b00 and 0b11, as specified in section >16.2.3.6, repeatedly until it disables the air interface and set cell bar bit to 1 in order to prevent MS entry or reentry from other cells.
