3 21-05-0564-00-0000 Background The scope of the IEEE 802.21 (Media Independent Handover) standard is to develop a specification that provides link layer intelligence and other related network information to upper layers to optimize handovers between heterogeneous media. In current cellular communication protocol horizontal handover is MS assistant and MSC controled. MS detects radio environment parameters and report these parameters to current BS,when the current BS discover that a horizontal handover is needed then the BS will send a handover request to MS and transfer handover information to MSC in the same time. Finally handover is completed controled by MSC.

4 21-05-0564-00-0000 Problem The purpose of the P802.21 is to provides link layer intelligence and other related network information to upper layers to optimize handovers between heterogeneous media.On the other hand horizontal handover between different BS which belongs to the same media will be executed autonomously by existing cellular radio protocol. Horizontal handover will bring on such events as Link_Going_Down and Link_Down etc. When such events are generated MIH layer will receive and transfer them to upper layer,on receving these events upper layer may take corresponding action which is excrescent for horizontal handover.

5 21-05-0564-00-0000 Proposal For aforementioned problem we give a such resolve proposal as adding two link events in link event service and two MIH events in MIH event service. Adding link events as Link_Horizontal_Handover_Begin and Link_Horizontal_Handover_End. Adding MIH events as MIH_Horizontal_Handover_Begin and MIH_Horizontal_Handover_End. On receiving these events in the start and the end of the horizontal handover MIH layer or upper layer can let such events as Link_Going_Down and Link_Down etc alone or take horizontal handover related action.
