6 Autonomy of HEIs Institutions are autonomous in performing their activities in accordance with the Law on Higher Education Autonomy reflects in the following: employ academic and other staff, define its internal organization, in accordance with the Law and statute, conclude contracts with other institutions in Montenegro, conclude contracts also with institutions at international level etc.

7 Funding State budget tuition fees (self financed students) intellectual and other services donations, presents and legacies projects and contracts with national, international, state and private entities aimed at promoting teaching, research and consulting activities.

8 Quality assurance Government has appointed Council for Higher Education for improving higher education area Responsibilities of the Council, among other, are: offers opinion in the procedure of determining norms for issuance, changes and divesting of a license; offers opinion in the procedure for determining norms for higher education financing; determines criteria for assessment of study programmes taking into account their compatibility with the professional needs and international comparability; undertakes periodical controls of quality of licensed institutions and issue a certificate on reaccreditation; performs other activities prescribed by this Law and enactment on establishment of a Council.

9 Quality assurance  Reaccreditation of an institution, or a study programme are performed by a foreign accreditation organization authorized to determine validity and quality of study programmes and harmonization with the professional needs of the country.  Decision on engagement of a foreign accreditation organization is made by the Ministry, upon previous opinion of the Council of Higher Education.  In the process of reaccreditation an institution prepares self-evaluation report for the period of maximum five years; In accordance with the self-evaluation report and performed evaluation process, report on reaccreditation has been prepared. The report is submitted to the HEIs conducting self-evaluation, to the Ministry and Council of HE. In accordance with the report of foreign accreditation agency on reaccreditation, Council issues certificate on the reaccreditation of HEI
