2 A Career Learning Plan (CLP) is a roadmap that you prepare as a means of reaching career goals. This formal written plan is designed to:  document accomplishments and goals,  identify training needs and potential details, and  identify other opportunities for growth.

3 Assess: Identify where you are, so you can see where you want to go. Plan: Map out a process to increase your developmental goals. Implement: Put your CLP to Work! Follow-Up: Review it with your manager to chart progress and update your CLP.

4  Article 30, Section 2(d) of the National Agreement states: ◦ Each employee will be entitled to establish a CLP with assistance and advice provided by the employer, ◦ The employer will make reasonable efforts, consistent with workload and staffing needs, to approve up to 16 hours of administrative time per calendar year for self-directed training or developmental activities, if such activities are related to the employee’s current or prospective job duties.

5  The Form 10094, Employee Career Learning Plan, can be found in the Frequently Used Forms under Training Forms.  Managers and Management Officials may prepare their Career Learning Plan using the Leadership Succession Review (LSR) program.

6 Use the SMART method to write your goals Specific, Measurable, Achievable, Realistic and Timely. Example: A Management and Program Assistant wants to become a Management and Program Analyst. This individual determines that he/she needs a developmental assignment to be certain that this career goal is a good fit and to get an accurate picture of the position. The objective for this individual reads as follows: “To work with an analyst as a collateral duty on a (specific) program or project from start to completion if possible.” Example – What I want/need Short Term (1 year): To determine the fit for myself for becoming an analyst. What I want/need Longer Term (2-3 years): Make myself competitive for an analyst position within the next 2 years.

7 The Career Management Resource Center (CMRC) is a tool designed to assist you in developing your career plan in the IRS. The CMRC will help you explore the possibilities available at the IRS, and help realize career goals.
