2 Background on TransferIN 1999 - decision to create a statewide, comprehensive community college system 2000 - creation by ICHE of the Statewide Transfer and Articulation Committee (STAC) 2000 - STAC/CHE recommendation to create a web site and secure funding 2003 - transfer bill introduced, modified, and passed 2

3 TransferIN Background (cont.) 2005 - bill passes creating the Core Transfer Library (CTL) consisting of a minimum of 70 courses (now 85 courses, soon 97) – 85% one-for-one equivalencies – Emulates general education core 2007 - initial appropriation providing support to STAC and TransferIN FY2011 – represents 4 th year of funding 3

15 Issues That Need Attention - 1 Interoperability of software (especially degree audits) – U.S. DOE needs to fulfill its responsibility to study and support transfer web sites, as mandated in HEOA 2008 Maintenance of transfer content, software, and links 15

16 Issues That Need Attention - 2 Re-imaging transfer as credit mobility to include: – Dual credit/AP/IB – ACE civilian and military credit recommendations – Prior learning assessments – Student learning outcomes Obtaining and sustaining funding 16

17 Cost of Transfer Infrastructure - 1 Content-Related – Staff and committee (STAC) support Marketing Travel, training, networking, conferences Technical – Licenses/subscriptions – Design – Staff and committee (TICO) support 17

18 Cost of Transfer Infrastructure - 2 Factors Affecting Technical Costs: – Look and feel of the web site – Functionality of the transfer software – Homegrown transfer software v. vendor licenses – Vendor transfer software: legacy contracts v. new ones – Institutions covered: Public 2-yr. and 4-yr. Private non-profit 18

19 Indiana’s Transfer Appropriation Approximately $500,000 per year (the amount appropriated differed every year); however, we’ve never been able to spend all of it in any year – In three of the four years, a portion of the funds went back to the general fund – Some funds had to be used to support a related initiative (Indiana e-Transcript) 19

20 Concluding Thoughts In determining the cost of your transfer infrastructure: – What do you want your web site to do? – What capabilities do you already have v. those to be added? Call to action: keep the inter-state dialog on transfer web portals going! 20
