3 | Information society code Programmes accessible to people with a visual or hearing disability (Section 211) »Finnish Broadcasting Company (YLE) and the commercial public interest channels must provide a sufficient share of programmes with both an audio-subtitling and a subtitling service. »FICORA supervises that the broadcasters comply with their obligation. An audio-subtitling and subtitling service has to be provided for a certain share of each channel's programmes. Increasing quotas are laid down by a Government Decree and they are counted as shares of the annual volume of programme hours on the channel. The costs of implementing audio-subtitling and subtitling incurred by an operator other than a public service television broadcaster shall not exceed one per cent of the operator’s prior financial period. 18.3.2015 Eliisa Reenpää 3

4 | Subtitling services for television programmes Subtitles with sound representations are provided in programmes that are in Finnish or in Swedish »In the original language, i.e. in Finnish in Finnish programmes and in Swedish in Swedish programmes »Exception: sports programmes and musical performances Important for the hearing-impaired and people learning the language Quotas for YLE: »2011: 50 % - 2012: 60 % - 2013: 70 % - 2014: 80 % - 2015: 90 % - 2016: 100 %. 5 | Subtitling services in on-demand services One third of the imposed percentage shares of the programme hours can be transmitted in a television broadcaster's on-demand service. This is a way of encouraging the channels to provide subtitling services in on-demand services as well. YLE has increasing amount of programmes with subtitling services in its on-demand service YLE Areena. Of the public interest channels MTV also provides subtitling services in its service Katsomo, however, Nelonen does not. Some of the programmes are only available in the on- demand service. 18.3.2015 Eliisa Reenpää 5

Service that helps the visually impaired and print disabled people. 9 | Sign language Act on Yleisradio states that YLE must provide services in sign language. »There are no quotas or specific obligations YLE shows news broadcasts in sign language every day. In addition Parliament's question hours as well as panel discussions preceding elections are provided with interpretation to sign language. There are more programmes in YLE Areena in sign language than on TV channels. »News broadcasts »Children's broadcasts – fairytails in sign language The Finnish Association of the Deaf provides an internet-tv service in sign language. 18.3.2015 Eliisa Reenpää 9
