18 I think they do need to ramp up their presence. Even in-country, there’s only a handful of staff and sometimes they’re so overloaded. Globally there is a difference of looking at risk and how many people at risk[...] No matter how vulnerable they are, global donors have a tendency of looking at how many people are at risk.

21 I haven’t done any work with them. Part of the reason is...even though they claim to be doing DRR type of work, they are primarily focussed on preparedness and response. We had to have some assessments done in DRR and the people who did that weren’t based here, they came over from Geneva and from Bangkok to do the assessment...I guess they’d been briefed, one of them it was their first time to the Pacific.

22 I say the EU should have a role in supporting development that is aligned to risk reduction, or risk reduction activities that are part of a broader community programme, and climate change adaptation.

24 Traditionally, if you look at how the communities are set up, there is some kind of network, some kind of governance, so when in the event of such happenings, like a disaster strikes, what do people do. So there are some of those that are in place, but I would say that a lot of those would need to be reviewed […]
