1 Presentation to the Northern Virginia Workforce Investment Board Update on the On-the-Job Training National Emergency Grant Re-Employment Project September 15, 2011

2 Background Through a Department of Labor National Emergency Grant, the Virginia Community College System established an On-the-Job Training (OJT) Reemployment Project to provide OJT services to workers who have been laid-off for 27 weeks or longer Project was launched in December 2010 and includes five Local Workforce Investment Areas: Area 2 (New River/Mount Rogers); Area 8 (South Central); Area 11 (Northern Virginia); Area 13 (Tidewater); and Area 14 (Hampton Roads) Goal: To enable long term unemployed dislocated workers to: 1) Enter a new industry or trade 2) Acquire skills, competency and knowledge 3) Be placed in approved, subsidized employment for up to 6 months 4) Successfully transition into permanent, full-time employment. 2

3 3 Status Update Project Goal: 52 individuals placed in OJTs by February 2012 (Project closes June 30, 2012). Progress to Date: 31 individuals have been placed in OJTs Challenges: –Timing to identify qualified candidates, enroll them in WIA, and place them in a job with an intent to hire which also provides them with valuable skills –Types of employer targets: those who have immediate hiring needs, minimal layers, and see a significant economic benefit to participating in the progra m Successes: –Employers: Connections to small business networks, such as local chapters of Business Network International –Job Seekers: Outreach to VEC offices, SkillSource Centers, and community-based groups
