2 House Bill 5: Community and Student Engagement What is House Bill 5 Community and Student Engagement? A local accountability system, Supplementing the state accountability system, Requiring the annual evaluation of each campus and the district > Evaluation of how well each engages the community and students > in eight specific categories, and > the record of statutory reporting and regulatory compliance.

3 House Bill 5: Community and Student Engagement The following categories must be evaluated: 1. Fine arts 2. Wellness and physical education 3. Community and parental involvement 4. The 21st Century Workforce Development program 5. The second language acquisition program 6. The digital learning environment 7. Dropout prevention strategies 8. Educational programs for gifted and talented students

4 House Bill 5: Community and Student Engagement General Facts Every district in Texas will have a different set of criteria for each category. Rating labels: Exemplary, Recognized, Acceptable, or Unacceptable The Community and Student Engagement accountability requirement begins with the 2013-2014 school year. Ratings must be reported to the Texas Education Agency (TEA) and made publically available by August 8, 2014.

5 House Bill 5: Community and Student Engagement Measuring Engagement The district was tasked with creating a system that would measure the engagement of students and the community, including parents. Involvement, or engagement, looks different at elementary than it does at high school. Climate Surveys: Parent and Student Climate Surveys are an efficient way to measure the respondent’s perception of how well the district is doing in the different categories. Opportunities: Teachers and schools regularly offer students the opportunity to engage through before and after school clubs, events, special programs, etc. Because these opportunities are structured in a variety of different ways from school to school and from elementary to secondary schools, the committee chose to count the opportunities instead of attempting to capture the numbers of students participating. Enrollment: Where it was appropriate, the committee chose to consider the percent of eligible students enrolled in subjects beyond required minimums, believing that choice demonstrates a high level of engagement.

Some evidence of a quality program. Compliance indicators being met. Moderate level of student and community engagement. There are many indications that the purpose of the program is being met. Multiple indicators of a quality program. All compliance indicators and several recognized and/or exemplary indicators are met. High Level of student and community engagement. The purpose of the program is being met. All indicators of a quality program are evidenced. All compliance indicators and most recognized and exemplary indicators are met. Exceptional level of student and community engagement. Explanation of Ratings:

12 House Bill 5: Community and Student Engagement Record of Statutory Reporting and Regulatory Compliance: YES The district and all the campuses were in compliance with all reports required by the state. A checklist was completed by the committee to provide an array of activities and strategies provided by each campus with the evidence of what we as a district have to offer our students and where we need to improve. This is a unique opportunity to engage in authentic identification of priorities, successes, and needs at Mathis ISD.

13 House Bill 5: Community and Student Engagement EXPLANATION OF FINDINGS: A checklist was completed by the committee to provide an array of activities and strategies provided by each campus with the evidence of what we as a district have to offer our students and where we need to improve. This is a unique opportunity to engage in authentic identification of priorities, successes, and needs at Mathis ISD.
