3 3 Norwegian Ministry of Education and Research Norway and EU Education Programmes EU AND NORWAY- BACKGROUND Since the implementation of the European Economic Area (EEA) agreement in 1994, Norway ׳ s co- operation with the EU has generally been strengthened The enlargement of the EU from 15 to 25 member states has further contributed to this trend A key element in this collaboration is the Lisbon strategy and the mobility programmes

4 4 Norwegian Ministry of Education and Research Norway and EU Education Programmes PARTICIPATION IN EU-PROGRAMS Within the EEA Agreement Norway participates in all EU-programmes and activities within education and research: –Leonardo da Vinci –Sokrates –Erasmus Mundus –eLearning

5 5 Norwegian Ministry of Education and Research Norway and EU Education Programmes AIMS AND BENEFITS The overall aims regarding internationalisation: –improvement of personal skills –improvement of personal flexibility –improvement of tolerance –improvement of motivation –modernisation of education systems Mobility is a key element for building a knowledge society

7 7 Norwegian Ministry of Education and Research Norway and EU Education Programmes INITIATING STUDENT MOBILITY The Norwegian government has determined that each student is entitled to a period of study abroad as an integrated part of his/her Norwegian degree programme It is the responsibility of the Norwegian higher education institutions to arrange for this sojourns abroad Pupils of upper secondary education are also encouraged to go abroad The Directorate of Primary and Secondary Education has published an internet-based handbook on mobility

8 8 Norwegian Ministry of Education and Research Norway and EU Education Programmes INITIATING STUDENT MOBILITY Norwegian higher education institutions are encouraged to increase the number of academic courses offered in English at their institutions in order to attract more foreign students to Norway Student mobility has become one of the criteria for state financing of higher education institutions. The institutions receive approx. 700 Euros per incoming and outgoing exchange student Norwegian students in higher education get extra financial support to study abroad

9 9 Norwegian Ministry of Education and Research Norway and EU Education Programmes ORGANISATION OF ADMINISTRATION Today 2 national agencies: –Centre for international cooperation in higher education (Sokrates) –Technological Institute (Leonardo da Vinci) From 2007 1 national agency for all actions: SIU

12 12 Norwegian Ministry of Education and Research Norway and EU Education Programmes RESPONSIBILITIES The Ministry of Education and Research: –overall responsibility –responsibility for policy development The National Agency: –competence building –networks with the sector, social partners and embassies The Education sector: –must get an ownership to the programmes –must grab the opportunity
