1. Mariana Gârban - B.A.A.R. “BAAR – at anniversary moment” Sinaia - 15.09.2005 40 years ago, by the Decision of the Council of Ministers no. 354 from 5 th June 1964 was authorized the State Insurance Administration (ADAS) to adhere to the Green Card System.

2. Sinaia - 15.09.2005 Mariana Gârban - B.A.A.R. “BAAR – at anniversary moment” The General Assembly of the Council of Bureaux from 21st of October 1965 decided that the State Insurance Administration should become member of the Green Card System.

3. Mariana Gârban - B.A.A.R. “BAAR – at anniversary moment” Sinaia - 15.09.2005 The Romanian Government, by its Decision no. 1279 from 8 th of December 1990 decided that ADAS should cease its activity. Although there was no specific legal act, CAROM company overtook the position of Green Card Bureau.

4. Mariana Gârban - B.A.A.R. “BAAR – at anniversary moment” Sinaia - 15.09.2005 By the Law no. 47 from 19 th of July 1991 was stipulated the constitution of the Romanian Motor Insurers’ Bureau (B.A.A.R.) by the insurance companies and by the insurance-reinsurance companies that transact motor insurance.

5. Mariana Gârban - B.A.A.R. “BAAR – at anniversary moment” Sinaia - 15.09.2005 On the 15 th of November 1994, the insurance companies met and agreed to found the Romanian Motor Insurers’ Bureau.

6. Mariana Gârban - B.A.A.R. Sinaia - 15.09.2005 “BAAR – at anniversary moment” The founding companies were: Anglo-Română Arinco ASIROMASIT Asitrans Astra CaromCrest Dacia – Felix Generala Metropol Mondragon RomanoasigUnita

7. Mariana Gârban - B.A.A.R. Sinaia - 15.09.2005 “BAAR – at anniversary moment” On the 19 th of June 1995, the Court of Bucharest Section III, by its Decision no. 17 accepted the request of the association B.A.A.R. and decided its registration in the Special Register.

8. “BAAR – at anniversary moment” The organization and the activity of B.A.A.R. started – the authorization of the insurance companies in the field of Green Card insurance, the criteria for the members, the printing of the Green Card documents, the constitution of the Fund for the Protection of Street’s Victims. 9. “BAAR – at anniversary moment” On the 20 th of February 1997, B.A.A.R. suspended Metropol company from its Green Card activity. Sinaia - 15.09.2005

10. “BAAR – at anniversary moment” Mariana Gârban - B.A.A.R. On the 20th of January 1998, B.A.A.R. authorized more companies to handle “Green Card” claim files on the territory of Romania.

11. Mariana Gârban - B.A.A.R. “BAAR – at anniversary moment” At the end of the month of October 2001, the debts of Grup As and Metropol companies were: Metropol – 1.095.626 Euro GRUP AS – 716 762 Euro On the 14 th of November 2001, the General Assembly decided the exclusion from B.A.A.R. of the two companies. 12. Mariana Garban - B.A.A.R. “BAAR – at anniversary moment” The Green Card Common Fund was constituted on the 18 th of February 2002, and the first payment order was sent a month later. At the end of the month of September were paid from the Fund approximately 2 mil. Euro on behalf and for the ex-members GRUP AS and METROPOL. Sinaia - 15.09.2005

13. Mariana Gârban - B.A.A.R. “BAAR – at anniversary moment” Sinaia - 15.09.2005 The apparition of the Decree no.8 from the 2 nd of October 2002 issued by the Insurance Supervisory Commission for the implementation of the Norms regarding the prudery measures for the transaction of the civil liability insurance for the damages caused to the third parties by traffic accidents outside the territory of Romania (Green Card).

14. Mariana Gârban - B.A.A.R. “BAAR – at anniversary moment” Sinaia - 15.09.2005 Between March – April, respectively August 2003, were concluded protocols for the reimbursement of the debts of the members and ex-members of B.A.A.R. with the Bureaux from Greece, Italy, Hungary and Germany, concomitantly with the fulfilment of the obligations taken.

16. “BAAR – at anniversary moment” Sinaia - 15.09.2005 The General Assembly of CoB from 29-30 May 2003, Lyon (France) stated the improvements and decided that it was not necessary to take measures against Romania.

17. Two years later, Romania by B.A.A.R., was elected in the Management Committee of CoB together with Austria, Belgium, Bulgaria, Czech Republic, Denmark, France, Italy, Ireland, Poland and Spain. “BAAR – at anniversary moment” Mariana Gârban - B.A.A.R.

18. Sinaia - 15.09.2005 “BAAR – at anniversary moment” We are now in a full process of reorganisation and documentation before stepping into the European Economic Area. We thank once again to the Council of Bureaux and to all the National Bureaux, especially to the Bureaux from Czech Republic, Nederland and Hungary, that helped us in our documentation.

19. Thus, the 40 years of the Green Card Bureau of Romania passed, and especially the 10 years of B.A.A.R. “BAAR – at anniversary moment” Mariana Gârban - B.A.A.R.
