1 Online Enrollment through the Eyes of Public Health OHCA Retreat August 26, 2010

2 Oklahoma State Department of Health 68 Counties with Health Departments under the direction of the Commissioner of Health – 88 locations – Annual Caseload of 800,000 clients – 1 million visits per year – 5 million services provided per year

3 Oklahoma State Department of Health PHOCIS (OSDH Client Information System) has over 2 million records OSIIS (OSDH Immunization Registry) has over 2 million records Tulsa and Oklahoma City-County Health Departments are autonomous

4 Challenges Budget Cuts Staffing levels are down SoonerCare and SoonerPlan clients losing eligibility due to failure to respond to renewal notices or provide required documentation.

5 Eligibility Analyst Pilot Goal: Assess all clients coming to the health department for potential SoonerCare/SoonerPlan eligibility Measure: Increased SoonerPlan Enrollment – Approximately 60,000 of the 79,000 family planning clients served through CHD clinics are potentially eligible for SoonerPlan – Enrollment for the state was less than 25,000 in March 2010 Identify 8 county health departments for the pilot Hire a position (eligibility analyst) dedicated to assisting clients with applications for each location

6 Eligibility Analyst Pilot 8 Counties Selected: – Canadian (Yukon) – Carter (Ardmore) – Cleveland (Norman) – Comanche (Lawton) – Okmulgee (Okmulgee) – Payne (Stillwater) – Pottawatomie (Shawnee) – Rogers (Claremore)

7 Eligibility Analyst Pilot Time Frame: March – June Piloted New Online Enrollment Application (11 page) and mailed to Central Eligibility Unit – Allowed the entire household to be assessed for most robust eligibility by household member on one application

8 Eligibility Analyst Pilot Screened over 27,000 clients – 50% of clients screened were 18 years of age and younger – 85% of the 19 and older clients were female – 94% under 185% FPL

9 Eligibility Analyst Pilot SoonerPlan Enrollment in Pilot Sites increased 9.19% vs 7.6% for non pilot sites – Increases by pilot site ranged from 1.5% - 10% Increased SoonerCare enrollment of the children of family planning clients – 1 application vs. 2 applications

12 OSDH Next Steps Expand pilot to 16 additional county health department sites Eligibility Analyst sites will be expected to maximize opportunities for online enrollment. August 9, 2010 – all county health departments began using the new paper application for Online Enrollment

13 Challenges County Health Departments are down over 200 employees New application for client not known to the system will require approximately 20 minutes to enroll online. – Most sites will use the paper application in this scenario Confusion locally regarding county health department sites as an Agency Partner

14 Big Opportunities Universal application of eligibility policy through Online Enrollment Rules Engine Conversion history from OKDHS – Search clients w/previous eligibility Realtime Eligibility – Client can walk out the door with SoonerCare ID – Potential to Improve Early Entry into Prenatal Care – Expanded access to health care coverage for families

15 Big Opportunities Rolling Eligibility – Eligibility can be extended at each visit – Reduces fall-off due to failure to respond to renewal notices Ability to perform verifications through Agency View – Proof of Pregnancy – Citizenship OSDH Citizenship Verifications – Vital Records – Integrated into Online Application Process Promote the Individual/Home Application when Clients call for appointments.
