Dr. Jūratė Kuprienė Director for innovations and infrastructure development Workshop: Information services for research process 2014-04-14, Rīga Research metrics and scholarly communication: a roadmap for information systems development

Challenges for Libraries in IT (1) The application of ICT let us create and use information in various ways and for various purposes Lots of software applications, lots of digital content The amount of digital software applications and digital content is growing faster and faster Users skills, habits of using digital applications and content is growing too

Online services: easy to use, no requirements to be trained how to use. Common and indispensable tools for daily activities. Interconnected - users usually do not notice that they use few different systems for getting one service. The same is expected from a DL – the access to and use of digital information must be simple and smart. Wide application of ICT – priority of the international and national-level strategic documents (EC Strategic Plan for 2020 – to continue the development of information society and services for this society). Challenges for Libraries in IT (2)

What principles should be followed and what model should be used for the developing information systems in libraries? In the scientific theoretical framework the answer is especially important for understanding changes and designing information systems, for analysis and development of digital information management models.

Definition: Information system, Digital library, Digital repository… An organization, that comprehensively collects, manages and preserves for the long term rich digital content, and offers to its user communities specialized functionality on that content, of measurable quality and according to codified policies (DL.org, Digital Library Reference Model).

Scholarly communication and libraries Research publications  the end result of a larger campus research effort  national research activity. Universities have to be able to manage their research activity more effectively as a result of a new, more considered, national approach. This is a chance for library-run repositories to play a more effective role in the total research process. What should libraries aim to achieve as they consider their place in the larger scheme of things?

Policies Access to information on current research activities throughout Europe is an essential requirement for the success of EU innovation policy. The key asset in European R&D consists of: -ideas, -technical reports, -publications, -patents, -prototypes, -products, -know-how. It leads to technology transfer and wealth creation. And there is a need for information on currently relevant R&D information to be made available widely to encourage both innovation and new, improved R&D.

Research process in a information system To manage ‘‘the total research process’’ – an ambition. The essential task is - to see the overall information flow of the research process in a single and coherent form. This means creating an information system that can manage all relevant research information: -starting with funding opportunities, -going through to the writing and submission of proposals stage, -continuing with successful bids which then become active projects to be managed to completion – at which stage they generate outcomes, many of which are either publications or some other artefact of finished research activity. Such a system – current research information system or CRIS.

Questions that may be answered from a CRIS Which related project exists within the research group or organization or scientific network researcher X is part of? By which funding agencies or sponsors is research project A financed? How often have articles by author X been cited? Did author X publish with institutionally external authors? In how many FP7 projects does organization Z participate? How many publications have resulted from project Y? How many women have been involved in FP5 or FP6 projects?

The information need: Programme of funding organization Project number Project title Abstract / Summary Classification Data of project start Data of project end Funding per year Project leader / Coordinator Host institution for project leader Collaborators in the project Host institutions for collaborators

eLABa in Lithuania Publications metadata in institutional PDB’s from 2003 (more than 350 000 publications) ETD metadata in institutional ETD’s from 2003 (more than 27 600 ETD, 76% - open access) National open access repository from 2006 (ambition – e-publishing) National-open access repository + PDB + ETD + research metadata from 2013

Challenges in developing eLABa Merge metadata on one publication into one metadata entity. Find and agree on common classifications. Debate on research evaluation methodologies. Not to be as a monster requiring lots of data from scholars. Interoperability with university information system, with other national IS, registries to get and provide data.

Roadmap for development Research process and workflow Interoperability Standardization Classifications and registries (and interoperability) Usability
