JEFF WARREN Coastal Hazards Analyst June 2004 Science Panel Draft Recommendations for Beach Nourishment Sediment Criteria Photo by Rudi Rudolph

OUTLINE Why worry about nourishment sediment? Timeline of sediment criteria discussions Organization of current recommendations Review of current recommendations Where do we go from here?

(3) Beach Nourishment. Sand used for beach nourishment shall be compatible with existing grain size and type. Sand to be used for beach nourishment shall be taken only from those areas where the resulting environmental impacts will be minimal. 15A NCAC 07H.0308 Specific Use Standards for Ocean Hazard Areas (a) Ocean Shoreline Erosion Control Activities: EXISTING LANGUAGE

Emerald Isle at 19 th Street Public Access Site during 2003 nourishment project where a fine was imposed for carbonate content Photo by Rudi Rudolph Why worry about nourishment?

TIMELINE MARCH 2002 Science Panel subcommittee created to discuss sediment criteria in response to shell abundance in Bogue Banks nourishment project SEPT 2002 Early suggestions included sampling protocol of beach to be nourished, the inclusion of borrow areas, and the avoidance of a simple statewide standard

OCT 2003 Based on subcommittee efforts and discussions to date, entire Science Panel felt recommendations were close to completion and would devote the next meeting entirely to sediment criteria NOV 2003, MARCH and MAY 2004 Three Science Panel meetings devoted solely to sediment criteria JUNE 2004 Language and organization of recommendations streamlined and reviewed by entire Panel

ORGANIZATION OF RECOMMENDATIONS 1.General Definitions 2.Characterization of Beach to be Nourished 3.Characterization of Borrow Site Material 4.Compatibility of Borrow Site Material to Beach to be Nourished

Fifth Section to be Considered: 5. Post-nourishment Monitoring and Mitigation

1. DEFINITIONS Beach Nourishment Borrow Area Mineral Resource and Mineral Reserve

2. CHARACETRIZATION OF BEACH TO BE NOURISHED Compatible sediment Sediment sampling Sediment analysis

GOAL: Sediments similar to existing beach

Longitudinal Sampling Profile

3. CHARACETRIZATION OF BORROW SITE MATERIAL Site characterization techniques Defined as a mineral reserve Average grain size for entire site in addition to coarse (>4.76 mm) and fine (<0.0625) fractions Navigation channel maintenance

4. COMPATIBILITY OF BORROW SITE MATERIAL TO BEACH TO BE NOURISHED Coarse sediment (>4.76 mm) cannot exceed 4% plus native Fine sediment (<0.0625 mm) cannot exceed 5% plus native

Photo by Rudi Rudolph SUMMARY Science Panel has made excellent progress applying complex technical issues to NC beaches

Photo by Rudi Rudolph SUMMARY Science Panel devoted to finishing sediment compatibility recommendations in a timely manner

Photo by Rudi Rudolph SUMMARY Science Panel cautious of rushing the final nourishment sediment criteria recommendations to the CRC

Photo by Rudi Rudolph SUMMARY October Science Panel meeting will again focus solely on sediment compatibility issues

Photo by Rudi Rudolph SUMMARY Final recommendations possible by October CRC meeting
