1 SCHOOL CHOICE Getting Parent & Community Input

2 Purpose & Use: Research Questions 1. What is the current demand for school choice from Jeffco parents? Based on the information we have today, do we think Jeffco’s “marketplace” could support new schools? If so, what and where should they be? Does charging for transportation, etc., to choice programs inhibit choice? 2. What is the ease of ‘choicing’ and open enrolling for Jeffco Families? Is it easy enough to apply to choice options? Are the systems in place that support choice sufficient to make choices easily available? Do families have sufficient information about schools and the choice process? Would an all-online choice enrollment process hinder enrollment?

3 Determine the Population (e.g. current parents, broader community, preschool parents, county records, Jeffco directories) Identify Sample or Census (e.g. all in population, sample – stratified or weighted) Select Mode (e.g. phone, face to face, email, online, school based) Process of Attaining Representativeness (e.g. assess after collected, sample with replacement or not, etc.) Design Instruments Select Methods (e.g. Interview. focus group, questionnaire, etc.) Identify Concepts & Constructs to Measure/Study (e.g. demand for programs/new school, transportation, enrollment process, etc.) Decide Administration Details (e.g. determine timeline, methods of recruiting, how long, etc.) Clarify Purpose & Use Informed Consent  Privacy  Security  Confidentiality  Lack of Coercion  Shared Results Results Interpretation (e.g. build consensus about what data mean, what are the overall take-aways/story) Recommendations (e.g. discuss and decide what program/process/practice recommendations are supported by the data and interpretations) Policy Making (e.g. develop key district policy recommendations )

4 Scope of Work Population: Parents of Jeffco students, including preschool parents (open link for private pre-K’s to distribute) Sampling: Census Two methods: email questionnaire and focus groups Email Questionnaire: Schematic (skip patterns) Cognitive interviews Hybrid administration (login link and open link) Jeffco servers, one person with access to identifiable data Focus Groups (4): Low SES and Spanish speaking parents School-based recruitment
