2 Key Policy Actions – KSA Implementation (1) 1.To engage in and to promote transparent, accountable INGO coordination with the recognised authorities at all levels, in support of the Government of Rwanda's development objectives, with a particular focus on Sector Working Groups at the National level and Joint Action Development Forums at District and Sector level;

3 Key Policy Actions – KSA Implementation (2) 2.To promote and facilitate opportunities and channels through which the voices of ordinary Rwandan citizens may be heard by public and private decision makers at all levels within society, with a particular focus on citizen participation in the 3rd Phase of the Government's Decentralisation Implementation Plan;

4 Key Policy Actions – KSA Implementation (3) 3.To work to help build the capacity of civil society, the private sector and government, where required and appropriate, in support of the Government of Rwanda's development objectives and the aspirations of the Rwandan people, with a particular focus on aiding Rwandan civil society to play an effective, pivotal role in the development of the country.
