2 Californias Qualified Allocation Plan Codified in State Regulation Three areas of TCAC regulations Minimum Construction Standards (§10325(f)(7)) Sustainable Building Methods 9% Scoring (§10325(c)(8)) Threshold Basis Limits (§10327(c)(5)(B) & (E))

3 Minimum Construction Standards All projects (9% and 4%) Statement of intent to landscape and use materials compatible with the neighborhood Low maintenance, durable design and materials consistent with the local climate Comply with a list of requirements related to:

4 Minimum Construction Standards Low water landscaping Roofing guarantees and warranties Exterior door quality and priming Energy dishwashers, clothes-washers, refrigerators

5 Minimum Construction Standards Fire retardant window coverings Water heater sizes and features Durable, maintainable floors & coverings Low-VOC paints and stains

6 Sustainable Building Methods: 9% Scoring 155 competitive point system 146 for projects in rural areas Sustainable building methods scoring worth up to 8 points Several options for garnering the 8 points

7 Sustainable Building Methods New construction or adaptive reuse: Exceed Title 24 energy standards by 10% Rehabilitation of an existing residential property Reduce current energy use by 25% Either of these will gain you 4 of the 8 points

8 Sustainable Building Methods Two-point options include: Rehabilitation: Fluorescent light fixtures for 75% of fixtures, or comparable energy lighting for all fixtures throughout the project. Energy Star ceiling fans in all bedrooms and living rooms; whole house fan; or economizer cycle on mechanically cooled HVAC.

9 Sustainable Building Methods Two-pointers continued: One high-efficiency or dual-flush toilet per unit Outdoor-exhausting fans in all bathrooms with a humidistat sensor or timer A Construction Indoor Air Quality Management plan with specific practices

10 Sustainable Building Methods One-point options: Water-saving fixtures or flow restrictors in kitchens and bathrooms Formaldehyde-free or fully laminate-sealed and/or low-VOC primer/sealant coated cabinets, countertops, and shelving No-VOC interior paint

11 Sustainable Building Methods One-pointers continued: CRI Green label, low-VOC carpeting, pad, and adhesives Formaldehyde-free insulation One among a list of recycled content materials Design to retain, infiltrate, and/or treat first ½ inch of rainfall in a 24-hour period

12 Sustainable Building Methods One-pointers continued: Universal design features in at least half the units Nonsmoking buildings or portions of buildings

14 Threshold Basis Limits Boosts At least three improvements: Exceed Title 24 by 15% Tankless water heaters, solar water preheating, high efficiency boilers High efficiency air filters for HVACs introducing outdoor air

15 Threshold Basis Limits Boosts Costly improvements cont.: Reclaimed or rainwater irrigation system Recycling 75% of demo/construction waste Natural/durable kitchen/bathroom flooring Using specified materials in living rooms or 50% of common areas

16 Threshold Basis Limits Boosts Costly improvements cont.: CRI Green Label Plus Carpet or no carpet in bedrooms Exterior venting range hoods in 80% of units At least four recycled products

17 Additional Basis Boost Distributive Energy Technologies Executive Directors discretion Up to a 5% boost available Includes microturbines and solar
