BT to continue monitoring FOCR responses and feedback to Industry. CMC to actively chase OR for the forecast dates. CMC to amended their procedures to ensure forecast is provided soon as all the required details are available. CMC to escalate every job that is dependent on OR when the information is due. CMC to monitor the progress at day 8 and day 21. Proposed target is to deliver FOCR at day 18 06/12/07: The actual forecast date is day 19-20 for most Highband circuits. Ongoing

BT to investigate and feedback. initial investigation does not show unjustified requirements of ECC as the process remains the same, however, more in-depth investigation and analysis being undertaken. 19 Managed Bandwidth Services BTW Products and Strategy Action Point 18/09 (18/09/07) – Existing Fibre Industry requests BT justifies why ISDN30 fibre which pre-dates 23/12/02 cannot be used to provide new PPCs. 06/12/07: Restrictions removed from ISDN30 fibre 30 August 07. Where ISDN30 fibre exists to a customer site and spare fibres are available PPC circuits can be provided using the spare fibres at no extra fibre costs. Discharged Partial Private Circuits

23 Managed Bandwidth Services BTW Products and Strategy PPC SoR Details SoRDescriptionSoR Received Owner 10289 High Bandwidth "Bronze" PPC services Change to the existing high bandwidth PPC services 34/45 and 155 service. Remove the second fibre access feed this will potential improve the leadtime and also reduce the final cost to the customer. This will be a “new” alternative service; the existing high bandwidth product will be retained. The main driver for this service is that it will be cheaper and also quicker to deliver alleviating the problems with the second fibre delays etc. The second reason for the development is that BTW could potentially provide two accesses with separation between products/circuits for customers. At this moment in time CP’s are using different supplies to build in this protection as they build up/out their own networks. If we could also offer 2 diverse fed highband megastream with some type of managed separation between each circuit/path (access and core). This may be of additional interest? 10247 RBS & PPC Cancellation Charges CP has requested that BT review the PPC & RBS equipment cancellation charges as they believe they are unfair. Cancellation charges are currently charged as a percentage of kit cost, regardless of whether that kit is deployed or not, and the kit can then be reused by BT. These cancellation charges apply to both PPCs and RBS. 03/05/07Tim Nolan 10425 Geographic 2Mb PPC prices for "CLZ-like" zones in major cities 2Mb PPC prices are currently only differentiated into National and CLZ. This SoR is requesting lower prices in "business areas" (similar to CLZ in London) of major cities e.g. Birmingham, Manchester, Merseyside area, West London/Heathrow area, Watford, Leeds/Bradford area, Croydon area and Bristol 25/10/07Pauline Cowie

29 Managed Bandwidth Services BTW Products and Strategy QoS QoS Performance – Q3 - Highlights Circuit CDD performance remains high at 97.19% almost in line with last quarter's performance of 97.47%. (CPs) CDD performance at 97.19% continues to compare favourably with Retail CDD performance of 95.93%. Demand rose from 4086 circuit orders to 4515 this quarter. Retail performance (83.08%) continues to track lower than PPC repair performance (88.08%) The average out of hours continues to be below 5 hours at 2.79 hours against 3.57 hours in the last quarter.

30 Managed Bandwidth Services BTW Products and Strategy QoS QoS Performance – Q4 - Lowlights The percentage of orders exceeding FOCR targets increased slightly this quarter: The FOCR success performance is lower this quarter at 75.97% against 77.66% in the last quarter. The weather related issues continue to impact on BT' s resources and ability to deal with the provision and repair this quarter, which in turn affected FOCR performances. As forecast in last quarter's report repair performance declined slightly from 89.19% in the last quarter to 88.08%. The number of faults dealt with by BT increased from 7712 in the last quarter to 8977 in this quarter. This is against an increase in the PPC circuit population from 80332 in the last quarter to 82255 in this quarter. The dip in performance was anticipated, due to the serious adverse weather conditions experienced in various parts of the UK. More than a third of new installation faults are still down to Communication Providers. BT suffered serious network incidents, which affected the PPC product during this quarter. However, the new serious concerns are down to criminal damage and theft of BT cables. Theft of cables are due to the sharp increase in the price of precious metals. BT is working on various initiatives to secure it's network. New install faults rose from 308 in the last quarter to 313 faults in this quarter.

CPs will be given approx 5 weeks to review and align test bills to their internal systems. BT requires CPs sign off by 8 th Feb 08 Go live still programmed to commence 1 April 07, however, this is subject to agreement. PPC Migration to GenIUS
