2 Federal Acquisition Service 2 Who Can Acquire Excess Personal Property? FFederal Agencies (and their authorized contractors, cooperatives and project grantees) TThe Senate TThe House of Representatives AArchitect of the Capitol and activities under his/her direction TThe DC Government MMixed-ownership Government corporations as defined in 31 USC 9101 i.e. the US Postal Service FMR 102-36.60

3 3 Golden Rules Of Acquiring Excess Property… FMR 102-36.70 There must be an authorized requirement for the property. You must not acquire excess personal property with the intent to sell or trade for other assets.

4 4 How Much Do We Pay For Excess Property? $$? EExcess property is FREE to Federal agencies (there are exceptions…) AAcquiring agency is required to pay shipping and transportation costs associated with the acquisition of the property. WWhen applicable, acquiring agency may have to pay packing, loading, and dismantling costs. 5 Federal Acquisition Service 5 Exceptions To Excess Being FREE… RReimbursement is directed by GSA in accordance with the FMR. NNon-appropriated fund property.. AAppropriated fund property but reimbursement required/authorized by law. RRequesting or holding agency is US Postal Service. AAcquiring property for use by project grantee that is a public agency or a nonprofit organization and tax exempt under 26 USC 501. RRequesting or holding agency is DC Government.. RRequesting or holding agency is wholly owned or mixed-ownership Government corp. defined in Govt. Corp. Control Act (31 USC 9101-9110) FMR 102-36.75(b)

6 Federal Acquisition Service 6 How Much Do We Pay On Reimbursable Transfers? NNormally, the fair market value FFor a Project Grantee: YYou pay 25% of original A/C to US Treasury DDC Government or Government Corporations pay the Fair Value 220% of original A/C for new and unused property ZZero percent for all other property FMR 102-36.80

7 Federal Acquisition Service 7 Screening Of Excess Property Use the following methods to find out what excess personal property is available… VVisit the web at http://www.gsaxcess.gov to search & select property electronically CContact or submit want lists to your regional GSA Personal Property Management office CCheck any available holding agency websites CConduct on-site screening at various Federal facilities CContact your local APO FMR 102-36.90

8 Federal Acquisition Service 8 Screener Authorization Requirements To Physically Screen FFederal Employees  V Valid Federal ID. NNon-Federal Employees PProof of Authorization from Sponsoring Federal Agency and Valid Picture ID. SState Agencies for Surplus Property (SASP) OOptional Form 92 Screener’s Identification FMR 102-36.110

9 Federal Acquisition Service 9 SCREENING TIME FRAMES Normally 21 calendar days

10 10 Exceptions to the Normal Screening Timeframes FFurniture receives 14 days of screening CComputers receive 21 days, unless they are offered to Computers for Learning program. Then it is 7 days for CFL and 14 d ays for excess. EExchange/Sale property is offered for 2 days

11 Federal Acquisition Service 11 However… GGSA may extend or shorten the screening time period due to: AAgency Relocation SSudden generation of large amounts of property LLack of Storage PPotential loss or damage to property OOther appropriate circumstances

12 Federal Acquisition Service 12 Direct Transfers TTransfers Between Federal Agencies prior to Reporting to GSA LLimited to $10,000 per line item AAcquiring agency does SF 122 SSend Copy to GSA within 10 workdays of transfer FMR 102-36.145 (a)

13 Federal Acquisition Service 13 Preapproved Transfer  Transfers between Federal agencies  Acquisition cost exceeds $10,000 per line item  GSA gives verbal approval of transfer in advance FMR 102-36.145 (b)  Acquiring agency does SF 122  Copy of SF 122 sent to GSA within 10 working days
