6. 5 LOCAL RULE (Decision 14-3/0.5) PERMITTING USE OF DISTANCE-MEASURING DEVICE A player or caddie may use a USGA approved legal Distance-Measuring Device in Team Matches and Tournaments unless a local rule at a Member Club prohibits the use of such a device. Penalty for using an illegal device : Disqualification Penalty for using such a device where or when prohibited : Disqualification (Rule 14-3) According to the USGA any device that has any other features, EVEN IF TURNED OFF, is not allowed. IT MUST MEASURE DISTANCE ONLY (RULE 14-3 B). NOTE: The WGAP Executive Committee reserves the right to prohibit the use of a Distance-Measuring Device at any time and will not settle any personal disputes involving Distance-Measuring Devices.

7. 6 If your club allows DMD’s, be sure they have a LOCAL RULE in effect. Distance-measuring devices (i.e., devices whose primary function is to measure distance) may continue to be used only if the local rule is in effect. When the local rule is in effect, distance-measuring devices must be limited to measuring distance only.

9. 8 This is your THIRD WARNING ALL ELECTRONIC COMMUNICATION DEVICES MUST BE TURNED OFF. The WGAP Executive Committee considers the use of such devices by a player or caddie (during a stipulated round which includes the Club House, Halfway House & Rest Rooms) a Serious Breach of Etiquette (Decision 33-7/8) in ALL Team Matches and Tournaments. Penalty: Disqualification

11. 10 The Team Match Committee reserves the right to cancel any or all of the five Team Match days if necessary and to modify any Team Match rules, regulations and policies if deemed necessary during the Team Match season.

15. 14 DEFINITIONS Player eligibility: A player must have FULL GOLFING PRIVILEGES (all weekdays - Monday through Friday - without paying green fees). Using an ineligible player could jeopardize a whole team or teams. Default: Not playing by choice or intent Forfeit: Inability to play with intent to do so

16. 15 USGA RULES OF GOLF GOVERN PLAY Players may not waive the Rules of Golf by mutual consent - Disqualification for both players. If dispute arises - a verbal protest must be made on the day of the match and a written protest must be mailed, faxed or e-mailed to the Golf Office within 24 hours. Golf Professional may advise on USGA Rules only - NOT on Team Match Rules and Regulations.

17. 16 A team must have 7 players on the tee in two matches and not less than 5 on the tee in the other three matches A team must have a minimum of 5 players on the tee for any playoff match (Tie, Challenge or Super-Jump). If this requirement is not met, the Team Default Rule on page 7 of Handbook applies. New: In the case of a default of an entire team, the team “defaulted to” must submit a lineup to the Golf Office. IMPORTANT REMINDERS !

18. MISSED YOUR TEE TIME ! Player notified the Host Club Play should begin and, by mutual consent, that match may be played out of position. If the player does not arrive within the agreed grace period, that match must be forfeited. Player FAILS to notify the Host Club Play must not begin. Captains should agree on a reasonable grace period after which all players move up and the 7th position will be forfeited.

19. Construction & Temporary Greens Example : If the 9th hole is closed, play 1 through 8, 10 through 18 and repeat the 1st hole as the 18th hole. For sudden death, go to the 2nd hole, 3rd hole, etc. Use temporary greens only if necessary - players should putt out!

20. CADDIES AND CARTS A player may NOT bring her own caddie to a Team Match. RELATIVES MAY NOT CADDIE FOR FAMILY MEMBERS. A player may NOT carry her own bag. A player may NOT use a pull cart. Penalty - match is forfeited

21. 20 CADDIES AND CARTS Player may choose cart or caddie - check individual club policies and fees on chart. In case carts will not be allowed the day of the match, see numbers 6 and 7 on pages 4 and 5 of Handbook. Professional and Caddie Master should be aware of and familiar with the Association’s procedures for caddies and carts. The Executive Committee will not settle disputes involving caddies or carts or any financial matters thereof.

22. 21 INCLEMENT WEATHER PROCEDURES OPTIONS 1) Use available holes at home course (minimum of 6 different holes totaling 18 holes) 2) Delay play up to an hour 3) Use away course (minimum of 6 different holes totaling 18 holes) If all of the above options fail, the Home Team shall forfeit 3 and 4.  Reminder - No Course Closure Day No Emergency Courses

23. COURSE CLOSED DURING PLAY ALL PLAY IS IMMEDIATELY SUSPENDED All players should be notified PROMPTLY Maximum ONE HOUR waiting period Matches should be scored as they stand FROST DELAY Starting time for play will be at the discretion of the Greens Superintendent

24. 23 RESPONSIBILITIES OF THE CHAIRMAN Schedule Team Match Meeting before matches start Provide Hostess for each home match Confirm Lunches - Host club should invite visiting players for lunch Consult Club Professional - confirm match dates, number of players, availability of caddies and carts, tee times, review inclement weather procedures e-mailed to him. Consult Greens Chairman and Golf Course Superintendent - Be sure they have received and are familiar with inclement weather procedures. Check on Ground Under Repair, Water Hazards, Drop Areas. Local Rules - Written and Clarified

25. 24 PROCEDURES FOR HOME CAPTAINS Prepare result sheet - List names as on Team Lineup Prepare two sets of score cards, players’ names listed #1 - #7 Prepare lineup list for Caddie Master DOUBLE-CHECK TEAM LINEUP Inform Visiting Captain and players of special or local rules Record results of matches on sheet - USE BLACK INK - PRINT

29. 28 PLAYOFF ROUNDS Ties - Thursday, May 8th - Captains will be notified by PHONE on Tuesday evening, May 6th or Wednesday, May 7th. Challenge Rounds - All Club Representatives notified by e- mail Wednesday morning, May 7th. Host Club Pro Shops will be notified by PHONE Tuesday evening, May 6th. Super-Jumps - Tuesday, May 13th - Captains will be alerted by PHONE Tuesday evening, May 6th or Wednesday morning, May 7th. Both teams and Host Club will be confirmed by PHONE on Friday afternoon, May 9th. Playoff information will be on our web site.

30. 29 ELIGIBIILTY FOR PLAYOFF ROUNDS 1. Any player who played at least one regular match is eligible to play in a playoff with her regular team or may play as a substitute on a higher team. 2. Note - if a player was moved to a team above (higher team) during the regular matches and did not play at least one match with her regular team as listed on the team lineup, she shall not be eligible to play in any playoff with her regular team. 33. 32 Knowing the Rules in Match Play Not knowing a Rule is OK Overlooking a breach by an opponent is OK Agreeing to waive a Rule is DQ Very different than stroke play

34. 33 Order of Play Order of play is a major part of match play Order of play does not care whether you are on or off the putting green Penalty for playing out of turn: opponent MAY recall the shot. Don’t putt out if it isn’t your turn For team matches, visiting team has honor on the first tee (local rule)

35. 34 Penalties All stroke play 1 stroke play penalties are the same in match play Moving your opponent’s ball in play is a 1 stroke penalty. Ask before marking opponent’s ball or it is a penalty. The general penalty is loss of hole; there are no 2 stroke penalties in match play Loss of hole is immediate

36. 35 Doubt as to Procedure Don’t play second ball (stroke play option only) Try to agree with opponent on correct play If you don’t agree, do what YOU (the player) think is right; PLAY ON. Don’t stop play to get a ruling If opponent disagrees she may make a claim if it affects the outcome of the hole

37. 36 Making a Claim Make the claim before teeing off on next hole or leaving last putting green Example: I am making a CLAIM and want a RULING because THIS wasn’t right Late claims allowed only – If facts unknown to player AND – Given wrong information by opponent (opponent may not have known it was wrong) – After results posted (sheet signed by both captains), opponent must have known it was wrong

38. 37 Just the Facts Ma’am Most bad rulings result from bad or incomplete facts Understand what your opponent believes her score for the hole is If you disagree on outcome of hole, first focus on the facts, not the penalty: – What do you agree on – What do your disagree about

39. 38 Protests You have made a claim and think you have been given an incorrect ruling that affects outcome of the match You believe a team match procedure has been violated You believe a player or the team has been treated in a way inconsistent with the spirit of the game

40. 39 Concessions Can concede the next stroke; this is not concession of hole (anyone can pick up the ball) Can concede the hole or match before conclusion of hole or match (don’t have to complete hole or match) Cannot concede after conclusion of hole or match Good Good is OK anytime after start play of hole Shaking hands is concession of next stroke of both players Cannot refuse or take back a concession (even if based on incorrect information)

41. 40 Status of the Match Your opponent is entitled to know where things stand: – If asked, you must provide CORRECT information on number of strokes taken BEFORE opponent plays her next shot – If you have had a penalty stroke and your opponent did not see it, you must inform her as soon as practicable Difference between incorrect and wrong information

42. 41 Adjustment Penalties Adjustment to the state of the match penalties include club and caddie penalties These are NOT loss of hole penalties or stroke penalties Play out and determine the result of the hole by skill; then adjust state of match

43. 42 Playing Outside the Teeing Ground Opponent MAY recall the shot This includes things like teeing off on the wrong hole or from the wrong teeing ground (white tees versus red tees)

44. 43 Scorecards No scorecard required in match play Score cards are for the players’ convenience Match play scores should be posted for handicap.

45. 44 Match Play Reminders If YOU move your ball, replace, 1 stroke penalty – Includes balls moving after address since you are deemed to have moved it; new exception “known or virtually certain” something other than gravity moved it If your ball moves on its own, play it from new location, no penalty Play a provisional BEFORE you go forward to search Provisional is not for a ball that might be in a water hazard

46. 45 DMD’s and other devices Range finders—make sure you choose model with range only. No slope correction. Some ads are quite subtle From Appendix IV: “A multifunctional device such as a smartphone or PDA may be used as a distance measuring device provided it contains a distance measuring application that meets all of the above limitations (measure distance only). In addition, when the distance measuring application is being used, there must be no other feature or applications installed on the device that, if used, would be in breach of the Rules, whether or not they are actually used” Most smartphones have apps that render them illegal as DMD’s— compass, weather, elevation, etc. If using a medical device (fingers taped together, arthritis gloves), report it ahead of time.
