7 7 ITAT Responsibility Carry out regular in-depth reviews of IT matters Present recommendations to the CIO, and also to the NEB The OCIO and NEB relies on the ITAT to formulate and maintain the NESDIS architecture, and to develop and recommend IT policies, guidelines and standards

8 8 ITAT Tasks Develop and Maintain Capital Asset Plans (OMB Exhibit 300) and related financial summaries (OMB Exhibit 53) Formulate and Review the five year Capital Asset Plan for IT Develop the NESDIS-wide Enterprise IT Architecture and Planning Process Maintain the Technical Reference Model (TRM) Review and endorse the five-year Ground Systems PAC Budget Plan Form subgroups to Oversee and Address specific focus areas (e.g., Web, Telecommunications, Security, Office Support, Metadata, …)

9 9 ITAT Tasks (Continued) Plan and Implement processes for repeatable, consistent software development Formulate and Review the five year Capital Asset Plan for IT Standardize platforms, operating systems, configuration, and software for Administrative, Operational, and Research systems Oversee NESDIS’ IT to promote the improvement of the agency’s practices in modernization, use, sharing, and performance measures Address and plan for evolving user requirements - connectivity and interoperability

10 10 ITAT Tasks (Continued) Recommend and establish policy for desktops, networking, security, web services and other areas as deemed necessary Identify opportunities for cross-cutting cooperation using IT to support common functions Support the DoC and NOAA Strategic, Budget and Operations planning efforts Develop information systems management and security policies Respond to “Data Calls”

12 12 Toolset Requirements Definition & Analysis Identify requirements in terms of:  functionality in diverse environments  internal and external drivers  operational system constraints  ENTERPRISE ARCHITECTURE!

13 13 Toolset Initial Priority Patch management & reporting in the operational environment:  determine NOAA requirement drivers & constraints  determine NOAA progress to date  identify functional requirements & constraints  perform market survey  determine does one size fit all?  perform business case analysis; advise ITAT  perform demonstration and evaluation

14 14 Draft Terms of Reference (TOR) The purpose of the ITAT Tool Set Assessment Team: Serve as the NESDIS technical focal point for IT solutions to operational system issues. The Tool Set Assessment Team will address these issues from a requirements, a business case, operational implementation, and a NESDIS enterprise architecture perspective. The Tool Set Assessment Team will recommend standards and draft policies pertaining to supporting operational capability and best practices for consideration by the ITAT.

15 15 Current Telecommunications Challenges Input from ALL offices for databases, diagrams, growth requirements, local issues. Active participation in Telecom Team monthly VTC’s. Identify a budget analysis process. Representation on NAC, ENTA.  Government alternate for Telecom Team.

29 29 Web Team Activities Update Changes to NESDIS Web  Addition of breadcrumb navigation - FY04 milestone  Updated NESDIS satellite page – added data boxes for each satellite including altitude, location, and status - completed Changes to extended Web (i.e. new osdpd, ncdc…)  LOs maintain NESDIS Web banner and styles with redesigns Status of NOAA Web Policy 5  NGDC continues to work with the NOAA GC to create a maximum 2-page plain English template for Internet hosting agreements. Template approval hoped for by late spring.

30 30 Other Web activities/projects Upcoming DOC Privacy Policy implications  FY04 - All DOC websites will have machine readable Privacy Policies that interact automatically with the user’s browser.  DOC Web Advisory Group is working on a plan of action and evaluating P3P ( Platform for Privacy Preferences)  Training slideshow is being compiled and will be posted to WAG Website within the next month. http://www.osec.doc.gov/webresources/
