1 STEERING BOARD Market sector representation ~ Debating Policy ~ Escalation of Issues ~ Agreement on when formal Consultation is required Engagement between senior BT / 21CN Programme personnel, Industry representatives and Ofcom Review strategy recommendations made by Portfolio Group ~ Owns Deployment Strategy Plan and tracks recommend actions/ workplan for Consult21. Agrees escalation path for workplan activities IMWG Focus on Operational support and learning to allow CPs to migrate, including agreement on the operational tools and processes. Set priorities for Pathfinder, and to help create the right environment for CP participation for trialling, war gaming and QoS activities. COMMSPORTFOLIO WORKING GROUP Set up expert groups and define tasks to be completed, including allocating Deployment Strategy Plan related tasks Ensure linkage between products, review portfolio decisions/implications to date, eg MSIL; proactive and reactive portfolio management Progress, deliverables & issues from Experts Groups (frees up Steering Board) Roadmap review & feedback – individual products & cross portfolio Audience - Product Experts with the ability to think in a company wide way & feed information back into their company CONTRACT (MSA) NICC B2B [Systems & Processes] Standing Meetings Issues Based Expert Groups Suggested Expert Groups (as required) Broadband Portfolio Incl – IPStream,Datastream, SDSL, WBMC, SIP Architecture TDM 21CN NGN CC Product Definition Billing Contract Schedules Service Establishment WVC WBCC Product Definition Billing Contract Schedules Service Establishment Product Based Expert Groups Groups set up by working groups Responsible for delivering specific task Disbanded when task is completed Product specific Expert Groups, where a product is identified for launch Industry lead for each Product, to provide cohesion between the Expert Groups Will allow the right Industry Experts to engage in a focused way & will reduce duplication Pathfinder +

2 2 Consult21 Steering Board Terms of Reference To set objectives and agree deliverables for Consult21 industry working groups taking into account Ofcom policy. To review progress against objectives and take action where necessary to ensure progress is made and/or deliverables redefined. To be the formal linkage with other activity such as TSG and NCC and Ofcom. Scope To create, manage and own a framework within which industry and BT can agree on 21CN interoperability and consult on the development of next generation products and services, including access and interconnection products with their associated contracts, timeline etc, taking account of Ofcom policy, BT’s network capability and industry requirements.

3 3 Consult21 information – remit of the Steering Board The Steering Board …. Remains the over-seeing body for Consult21 Owns the 21CN Deployment Strategy Plan (DSP) for Consult21 Owns the Consult21 workplan of activities and tracks delivery and effectiveness of them Agrees the defined timelines of workplan activities Agrees correct escalation path on all workplan activities with a red RAG status The Steering Board remains the highest touch point for working groups to BT Senior management

4 4 Consult21 information – remit of the working groups The working groups … Propose workplan activity steps and their timelines for agreement by the Steering Board Own the completion of the workplan activities via the activity steps which are agreed at the working groups Escalate via the Steering Board Propose additional topics / themes for agreement by the Steering Board
