He is also the lead co-author of a book of legal commentary entitled, A Commentary on the Federal Law "On the State Civil Service of the Russian Federation", scheduled for publication in 2008. This work considers the Russian Federal law on the Civil service, which went into effect on July 27 2004, from multiple perspectives — scholarly, jurisprudential, practical, enforcement- and implementation-related.
