5. P3s and Climate Policy Public-private partnerships, or P3s, are formal agreements between government entities and organizations/businesses that are created to achieve specific goals. Traditionally,P3s have been used in public works projects. Cities are responsible for about ¾ of the world’s energy consumption as well as 80% of the greenhouse gas emissions that contribute to global warming. Climate Wise is a P3. Climate Wise is a P3.
