8 Regional Challenges and Way forward
Solutions Difficult to keep regional plans current - Online system to expedite process of approvals for amendments to Air Navigation Plans (BASIC and FASID)- Implemented on 1 July 2011. - eANP (online format) to be presented to 12th Air Navigation Conference. Real time data on air navigation systems planning will be provided to States Slow progress in resolving air navigation deficiencies A first step to solve air navigation deficiencies is to have a system for management of such deficiencies at global level in the integrated Safety Trend Analysis and Reporting System (iStars) by December 2012 Consolidated Report on Global PIRG Results

Solutions Slow progress in the implementation of PBN - More workshops and regional go-teams planned in 2012 for expediting PBN implementation Slow progress in finalizing plans for transition to Flight Plan 2012 Special workshops for all regions on the ICAO 2012 Flight plan held during 2011 and will continue during 2012 Secretariat supports the transition to the new flight plan Implementation of language proficiency requirements Verification of implementation plans submitted by States. Collection of data through Universal Safety Oversight Audit Programme under Continuous Monitoring Approach (CMA). Revised guidelines to update language proficiency plan in FSIX website. 10 Regional Challenges and Way forward
Solutions Aerodromes Certification PANS-Aerodrome being developed will support the implementation of aerodrome certification. Seminars/ workshops have been conducted last triennium and will continue in the regions. ICAO/ACI joint training programme will deliver a training course on aerodrome certification starting in May 2012. Key issues to be discussed and reported by PIRGs Identify key issues on which PIRGs could be invited to discuss and report at each of their meetings. Better interface between ANC and PIRGs Improved communications between the PIRGs and the ANC in order to both better understand and better respond to the challenges. ANC should develop a system to deal with requests from PIRGs Consolidated Report on Global PIRG Results

Way forward Way forward Need for increased of information as a mean by which encourage implementation. PIRGs implementation priorities outlined in Global Air Navigation Plan (GANP) Future implementation presented online by means of graphs, charts and geomaps to facilitate transparency and clearly identify the implementation status of a given State/region. APANPIRG APIRG GREPECAS NAT SPG EANPG MIDANPIRG Performance Framework (PF) for Air Navigation Systems Strategic Objective – Safety (SAF) Programme – SAF 05 Identification of performance metrics Adopted a regional PF in 2008 States implementing national PF Identified 4 APAC metrics and requested States to submit data Adopted a regional PF in 2010 States implementing national PF 9 regional metrics recommended by SP AFI/08 RAN in 2008 An initial set of regional metrics has been identified and States requested to submit data on regular basis Performance -based approach is already part of NAT SPG work programme Identification of regional metrics is in progress Performance-driven planning was in use in much of the ICAO EUR Region since 2002 States of eastern part of the ICAO European Region adopted PF States implementing national PF Identified 8 MID metrics and requested States to submit data. Carried out a study for the establishment of a MID Region AIS Database (MIDAD). An study group established to monitor project Development of Volcanic Ash contingency plan Strategic Objective – Sustainability (SUS) SUS 29 Under development with completion date of December 2011 with target completion date of Dec 2012 Completion of Volcanic Ash and Hurricane coordination procedures are part of the CAR/SAM ATS contingency planning Completed and published – to be developed further as work of IVATF progresses Under development depending on outcome of IVATF for regional adaptation, with completion date of December 2012 Consolidated Report on Global PIRG Results

APANPIRG APIRG GREPECAS NAT SPG EANPG MIDANPIRG RVSM Implementation Strategic Objective- Safety (SAF) Programme- SAF 01 Implemented in all major traffic flows RMA functioning RVSM in Kabul and Ulan Bator FIRs implemented on 17 November 2011 RMA functioning Implemented throughout the NAT Region Implemented throughout the western part of the EUR Region and implemented in the remaining part (Eurasia) on 17 Nov 2011 RVSM in Bagdad FIR implemented on 10 March 2011 AIDC Implementation Strategic Objective - Sustainability (SUS) SUS 28 States to expedite implementation of AIDC by 2014 Under study. Rollout Procedures supporting civil/military cooperation in the use of NAT Region airspace fully implemented by all Provider States Mechanism in place to facilitate coordination with and participation of military representative in the NAT SPG working structure Inclusion of FUA concept and associated procedures into the EUR ANP is in process workshop will be held Sept./Oct in Eastern EUR to improve civil/military cooperation.
