4 Revamping Early Childhood Learning and Education A pilot of WCD Uttarakhand & IDFC

5 Status of Early Childhood Education in Uttarakhand Health among 73% of children under age of six covered by AWC; only 32% received some kind of services Nutrition 40% children below 5 years are stunted Hygiene 65% children had diarrhea severe enough to be taken to a health facility *According to National Family Health Survey data 5ICDS Uttarakhand and IDFC Foundation

6 To improve learning outcomes amongst pre-school children, specifically: Improve learning levels on Health & Hygiene and Pre-Literacy of the children Build capacities of AWWs to transact Early Childhood Education, using various multimedia and digital tools Increase community involvement in early childhood development Objectives of the Pilot Project 6ICDS Uttarakhand and IDFC Foundation

7 ICDS Uttarakhand- roped in IDFC Foundation to undertake the pilot; will provide necessary infrastructure and commit resource time IDFC Foundation- fund and operationalize the pilot with the help of expert training agency Sesame Workshop India Limited- Expert training agency which has prepared the learning module focused on Health, Hygiene and Literacy for preschool education in Uttarakhand Anganwadi Workers- the ultimate beneficiary of the project who would use the learning kits and video modules to impart enhanced fun based learning to preschoolers Parents of children- would use the phone based support and in partnership with AWW reinforce the learning imparted in school Monitoring and Evaluation Agency- would undertake baseline and endline evaluation to measure the impact of the Pilot Roles of Partners 7ICDS Uttarakhand and IDFC Foundation

12 WASH linkages in ICDS: Rationale The infant mortality rate of Uttarakhand stands at a high of 43/1000 (AHS 2011). It is particularly relevant to the slums that have high risk of water borne diseases and where child malnutrition and other underlying health problems are common. Provision of safe drinking water, toilets and promoting hygiene practices for vulnerable population such as children and women is a pre-requisite for their good health. Infant mortality rate is highly affected by non availability of safe drinking water, improved sanitation facilities and good hygiene behaviors The health benefits of using safe drinking water coupled with good hygiene practices include decreased morbidity and mortality due to diarrhea and other water and sanitation related diseases, improved nutritional status of children and overall improvement in health of the community. ICDS aims at holistic child development through integrated approach. It is evident that the objectives of ICDS cannot be fulfilled without integrating water, sanitation and hygiene (WASH) aspects in its program activities.

13 IEC on WASH ICDS Uttarakhand and HUP Plan India has jointly published IEC material on WASH to promote preventive health aspects among children and community. HUP Posters and Flip book to be used in urban Anganwadi centers (AWCs). Capacity building of frontline functionaries of ICDS and Health on usage of the IEC material for effective implementation was also conducted. Posters on Hand washing are being used in all the 316 urban AWCs of Dehradun to adopt hygiene practices among children and Flip Books for information sharing on WASH aspects during Urban Health and Nutrition Days (UHNDs).

14 Training Module On WASH Promotion For Frontline Functionaries Of ICDS In order to support meeting the objectives and outcomes of holistic child development a training module on Urban Water, Sanitation and Hygiene Promotion has been developed for the frontline workers of ICDS/Health This training module focuses on the key components of water, sanitation, and hygiene (WASH), which are the key determinants of health and well-being. It is designed to train frontline workers (anganwadi workers, Supervisors, CDPOs) of ICDS and equip them with appropriate knowledge and skills for better urban WASH outcomes and contribute in achieving the ICDS objectives

15 Orientation on Point of Use Water and Hygiene Approach Capacity Building of ICDS functionaries through an orientation program on Point of Use (PoU) Safe Drinking Water approach held by HUP on 24 th July 2013in coordination with HUP-Plan India. The orientation resulted in increased understanding, capacities and skills on safe drinking water among ICDS and health frontline functionaries as master trainers. It also resulted in promoting linkage development of PoU safe drinking water approach at Anganwadi Centers (AWCs) to reduce incidences of water borne diseases among children and community.

16 Opportunities and Way Forward Scale up of IEC material on WASH in all the AWCs across the state for inducing healthy behaviour among children. Adaptation of specific sessions on Hygiene in ICDS trainings for Master Trainers based on Training Module prepared. Upgradation/Strenghthening of water and sanitation facilities in AWCs UHND being organized in AWCs should serve as a common platform to deliver maternal, child health care and nutrition services along with promotion of WASH services and information to improve the health outcomes particularly of children and women
