3 2003 The business industry was rocked by migration of workers. Worldwide demand for Filipino blue and white collared workers suddenly surged, with attractive and irresistible job offers abroad. Among those badly hit was the construction industry.

4 The Philippines has always been a rich source of highly skilled construction workers. Training institutions for construction related trades could not produce the quality that the industry needed.

5 After formal education, their graduates still have to undergo another industry training to fill the wide gap between what they learned in school and what the construction industry required. The highly skilled workers in the market were not products of formal training schools. They were products of non-formal training under the tutelage of their parents.

6 2004 Primary Structures Corporation embarked on an ambitious journey to actively train construction workers for its own needs. The company, with the assistance of Technical Education Skills and Development Authority (TESDA), developed a training curriculum patterned from the academe but tailored fit to the industry.

7 Since then, Primary Structures Corporation has developed, trained, and employed hundreds of Drivers, Riggers, Light Equipment Tenders, Heavy Equipment Operators, Masons, Carpenters, Welders, and other construction related trades. In three months, Primary Structures Corporation started its training for Heavy Equipment Operations, producing the 1st batch of lady Heavy Equipment Operators in Cebu.

8 2008 Primary Structures Educational Foundation, Inc. (PSEFI), Primary Structures Educational Foundation, Inc. (PSEFI), the training arm of Primary Structures Corporation, was established. A year after, it was certified by TESDA as a training and assessment center for all Heavy Equipment Operation qualification.

9 Since its founding, PSEFI has revolutionized the technical training by forming combo courses which bonded related trade course into one single course, producing multi-skilled graduates with better employable skills, and breaking down long courses to shorter but employable skills.
