3 Introduction Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) –Est. 1963 as Naval Ship Missile Systems Engineering Station –In-Service Engineering Agent (ISEA) for several weapon systems –Provide fleet support through systems engineering, logistics, test and evaluation, software engineering, and acquisition Office of Naval Research (ONR) Naval Innovative Science and Engineering (NISE/219) projects –Land Attack Department submitted proposal for Knowledge Management System to augment distance support capabilities

Background NSWC PHD Land Attack Distance Support Center (LADSC) –Helpdesk providing technical assistance and logistics support Pilot program to support Tomahawk Weapon System Investigated several commercial and open source software tools

Purpose Current Status: Documentation and knowledge located within multiple sources Users maintain their own data in a decentralized manner With Knowledge Management System: Information integrated into centralized libraries any user can access Records found more quickly Standardized helpdesk processes

7 System Selection NSWC PHD investigated three implementations: 1.Integrating with existing helpdesk issues database 2.Expert System 3.Enterprise Search Engine Search engine software was selected

Methods Two subject matter experts (SMEs) began learning the software and assembling indexes of technical information Problem sets of commonly-encountered technical questions were developed Two groups of fleet support personnel were assigned: –Control group: solved problem set using any decentralized information source –Experimental group: solved problem set using only the search engine software and centralized libraries Solutions were scored for time and accuracy

11 Conclusions Large-scale implementation would improve the quality of support A small team can provide rapid assistance without having to consult senior SMEs for common problems Standardization allows information to be shared more effectively
