Collaboration Amongst Various Agencies

ERDC Memorandum of Understanding Responsibilities and Principles for Sharing and Using P-20 and Workforce Data The ERDC provides cross-sector, linked data to all data consumers in a consistent, transparent way. ERDC maintains the P-20 and workforce data warehouse. Protecting the privacy of individuals is a priority. Partner agency data contributors (at the state and local levels) are experts at understanding and explaining the data. Common understanding and use of data increases its value. 11 K12 SLDS & P20W SLDS in Washington State

Data Governance ERDC is represented on K-12 Data Governance Committee ERDC coordinates P-20 Data Governance Office of Financial Management Education Research & Data Experts directly familiar with data from their agency used in research. Technical experts responsible for the technical delivery of data to and from the warehouse. Policy experts who interact with agency decision- makers, stakeholders, and researchers. ERDC Guidance Committee Agency directors or deputies from agencies contributing data Data Custodians Committee Data Stewards Committee Research & Reporting Coordination Committee

Washington Education Research & Data Center Created in 2007 when lack of longitudinal data spanning education sectors was recognized Based in a research division of the governor’s budget agency (unit-level postsecondary data system is there, too) Work is responsive to “critical questions” identified by stakeholders CTE questions that span sectors fit perfectly into ERDC agenda

Washington’s P-20/Workforce Data System Research-oriented Focuses on all students – including dropouts and those who leave college before receiving a degree or certificate K-12 SLDS feeds into the P-20W SLDS An “enterprise” approach: full early learning, K-12, postsecondary, workforce +more Cohorts can originate in any sector and tracked forward or backward Designed for single-year (Perkins 5S1) or multi-year follow- up

P-20 Longitudinal Data Elements OSPI P UBLIC K- 12 1999-current OSPI P UBLIC K- 12 1999-current UW, WSU, CWU, EWU, TESC, WWU P UBLIC B ACCALAUREATES 1999-current SBCTC C OMMUNITY & T ECHNICAL C OLLEGES 2003-current N ATIONAL S TUDENT C LEARINGHOUSE ESD W ORKFORCE (Wage data, Claimant Data, Employers) Washington P-20 Education/Workforce Core Data DEL State-Funded E ARLY C HILDHOOD 2000-current K-12 teachers and other staff Early learning providers OSPI = Office of Superintendent of Public Instruction DEL = Department of Early Learning ESD = Employment Security Department SBCTC = State Board for Community & Technical Colleges

CTE Follow-Up in Washington 5S1 Secondary Placement Numerator: Number of CTE concentrators leaving secondary education and placed in postsecondary education, advanced training, military, or employment in a specific post-exit quarter P-20W data sources: public postsecondary enrollment in Washington, National Student Clearinghouse for private and out-of-state postsecondary enrollment, FEDES* for military, Washington UI* wage for in-state employment Denominator: Total number of concentrators who left secondary education FEDES = Federal Employment Data Exchange System UI = Unemployment Insurance

Thinking Beyond the Required Reports Employment as an outcome: Perkins 5S1 measure and TechPrep follow-up Do graduates enter the workforce immediately after leaving high school? What are the postsecondary enrollment characteristics of CTE students? Do they vary by career cluster? What are CTE students doing 6 years after leaving high school?

High School Students in the Workforce Employment status of students while enrolled in high school: How many students were employed during the school year? How many hours per week did they work? How much did they earn? How did workforce participation relate to grades, postsecondary enrollment, and persistence in postsecondary enrollment?

Unique Aspects of CTE in Washington State

Dual credit opportunity Use of administrative data for student placement Student Enrollment & Reporting System (SERS) Postsecondary (TechPrep) Articulation Agreements

Specific Data Elements on CTE Students

CEDARS and P210 Voc Report The Comprehensive Education Data and Research Systems (CEDARS) Districts submit individual student, teacher and course information on a frequent basis P210 & P210 Voc Report Data elements for Perkins requirements are pulled from CEDARS Districts verify and certify all data submitted for the CTE students enrolled for the reported year

CEDARS Outcomes CEDARS has reduced redundancy in reporting from districts Allows OSPI to generate and consolidate reports for district viewing New reports, in the planning stages, in CEDARS will provide summarized views of course, teacher and grade history information 24

CEDARS Data Files Location File Student Demographics Student Enrollment Information Course Catalog Student Schedules* Grade History D–Course Catalog H-Grade History E-Student Schedules C–School Student File (enrollment) B–District Student File (demographics) A–Location File 25
