Chemical Hygiene Plan North Seattle Community College
3
General Awareness Session l Chemical Hygiene Plan l Understanding MSDSs l Practical Exercise
4
Training Overview òPurpose and Policy and Responsibilities òHazardous Chemicals on Campus òLabeling, Storage, and Disposal òMaterial Safety Data Sheets (MSDSs) òInformation and Training òEmergency Procedures and Control Measures òSOP’s òExposure Monitoring and Medical Attention
5
Purpose and Policy l Purpose: »ensure that the hazards are evaluated »information conveyed to employees l Policy: »you are entitled to a safe and healthy place to work, and »have a right to know what you may be exposed to and how to protect yourself
6
Employer Responsibilities l Develop and implement a written Chemical Hygiene Plan l Inventory all hazardous materials on campus and acquire all necessary Material Safety Data Sheets (MSDSs) l Identify hazards by labeling chemicals using MSDSs l Train employees on physical and health hazards and protective measures l Provide medical monitoring for employees
7
Employee Responsibilities 4Follow all procedures and policies relating to chemicals and follow appropriate laboratory procedures and rules as outlined in the Chemical Hygiene Plan 4Refrain from operations without proper instruction and/or authorization 4Seek out and request information 4Wear appropriate protective equipment 4Report accidents immediately, even minor injuries or exposures
8
Chemical Hygiene Plan Personnel l Program Administrator : Tom Griffith l Program Coordinator: Frank Deering
9
Hazardous Chemicals on Campus (pictures)
10
Hazardous Chemicals in Laboratories l Corrosives - Nitric Acid l Oxidizers - Silver Nitrate l General Organic Compounds - Aniline l Caustics - Calcium Oxide l Explosive Metals - Sodium l Explosive Anhydrides and Anhydrous Compounds - Sodium Peroxide l Ketones - Acetone l Poisons - Potassium Cyanide l General Inorganic compounds - Calcium Carbide l Flammable Metals - Magnesium l Flammables - Ethanol, Butanol, Methyl Ethyl Ketone
11
Labels - Basics l Identity of the hazardous chemical(s) l Appropriate hazard warning l Name, address and emergency telephone # of the chemical manufacturer or other responsible party l Appropriate protective equipment l Carcinogenicity warning if applicable
12
Labels - Other Information l Signal word - Danger!, Warning!, or Caution! l Statement of hazard l Instructions in case of contact or exposure l First-Aid or antidote l Instructions in case of fire, spill, or leak l Instructions for container handling and storage l Never remove label and if transferred to a new container label it with appropriate information - chemical name etc
13
HMIS Label - used on campus as secondary labeling system - see cover of Hazard Communication Notebook for details
14
Labels- Symbols and Pictures
15
Labels - Example
16
Material Safety Data Sheets (MSDSs) l Chemical document put out by manufacturer detailing physical and health hazards l one for every hazardous chemical on campus l master file located in the hallway behind AS1519 l review before working with unfamiliar chemicals
17
Information on MSDSs.I l Identity and date of preparation l Manufacturer’s name and emergency tel. # l Hazard ingredients l Physical and chemical properties - flash pt., appearance and odor etc
18
Information on MSDSs.II l Control measures l Physical hazards l Routes of entry into body l Acute and chronic health effects l Carcinogenicity l Handling and storage conditions
19
Information and Training l General Awareness Session (today) l Division Training »Locate Chemical Hygiene Plan Notebook - Contains specific hazards, SOP’s, potential exposures and protective measures available »Refer all safety questions to Chemical Hygiene Officer l Employee Training Record - needs to be completed at the end of Training today
20
Chemical Sensitivities.I l 650K hazardous chemicals used in the workplace l Individual variable immune response l Low dose exposure over longer period of time can alter function of immune system
21
Chemical Sensitivities.II l Effects develop slowly l Symptoms include Multiple Chemical Sensitivities, Chronic Fatigue Syndrome l Examples include - pesticides, tobacco smoke, artificial fragrances, vehicle exhausts, solvents
22
Chemical Sensitivities.III l NSCC Indoor Air Quality Policy l NSCC encourages a scent and pollutant free environment l Specially designated scentfree classrooms l Compliance process - contact president’s office for copy of IAQ
23
Protective Measures.I l routes of entry »inhalation »ingestion »skin or eye contact and/or absorption l exposure = dose + duration
24
Protective Measures.III l Avoid Inhalation »use proper ventilation »use respiratory protection »Check MSDS for specific requirements
25
Protective Measures.V l Prevent Ingestion »no eating, drinking, or smoking around chemicals »wash hands frequently »label everything »read labels and MSDS’s
26
Protective Measures.VII l Prevent Skin or Eye Contact »wear protective equipment »minimize the area of exposed skin
27
Protective Measures - Review l Avoid Inhalation »use proper ventilation »use respiratory protection l Prevent Ingestion »no eating, drinking, or smoking around chemicals »wash hands frequently »read labels l Prevent Skin or Eye Contact »wear protective equipment »minimize the area of exposed skin
28
Handle With Caution l use common sense approach »read labels, follow their directions »think about consequences »treat all substances as if they are hazardous »practice good chemical hygiene
29
Emergency Procedures chemical spills l Activate alarms in larger spill (< 5 gallons) situations l Treat life threatening injuries l Evacuate and call SFD x9-911 and Campus Security x3636 l Contain the spill - read MSDS l Wear protective equipment during cleanup l Best response is preparation
30
Emergency Procedures personal contamination l flood contaminated area with water l remove contaminated clothing l rinse with water for 15 minutes l seek medical attention
31
Emergency Procedures chemical in the eye(s) l flush eyeballs and inner eyelids l forcibly hold eyes open l irrigate for at least 15 minutes l seek medical attention if irritation persists
32
Summary l You may be exposed to hazardous chemicals or chemicals products used on campus l Information is available on labels and MSDSs l Program is in place in your work area to inform and train you
