Essential Learning Goal: ◦ The hardship and suffering of the Great Depression led to an expansion of the federal government during the New Deal as Americans sought relief from their economic problems. Learning Targets: ◦ I can recognize the New Deal’s efforts to help the poor through direct relief. ◦ I can explain the importance of works projects as ways to help struggling Americans. ◦ I can organize New Deal policies into the three general categories; relief for the needy, economic recovery, and financial reform.

4. Helping the American People The President and Congress also attempted to help farmers by passing the Agricultural Adjustment Act or AAA. This law attempted to raise crop prices by lowering production. They achieved this by paying farmers to leave land unseeded and by eliminating excess production. The law even paid hog farmers to destroy 6 million pigs. This upset many Americans because the government was destroying food while many people went hungry.

5. The government purchased and killed livestock to reduce supply and raise the price of meat to help farmers.

Helping the American People The Civilian Conservation Corps or CCC (1933) was created to put young men aged 18 to 25 to work building roads, developing parks, planting trees and helping with soil-erosion and flood prevention projects. The CCC only paid a small wage but the program supplied free food, clothing, and housing to participants. Of the $30 a month earned $25 was sent directly home to the families of the workers.

8. Helping the American People The National Industrial Recovery Act of 1933 (NIRA) created the Public Works Administration and the National Recovery Administration which gave money to states to help create jobs. This act primarily built schools, and community buildings. The Tennessee Valley Authority or TVA (1933) created 20 new dams, created jobs, provided flood control, created hydroelectric power, and helped to provide electricity to the impoverished South.

9. The Fort Peck Dam in Montana; spillway construction. One of the largest dams in the world, it continues to generate electricity; in July 1936 its construction employed 10,500 workers. This was a NIRA and Public Works Administration project.

11. Food, Clothing, and Shelter The government passed laws to protect homeowners who faced foreclosure. They also created the Federal Housing Administration or FHA which helps make housing available to Americans, even today. The Federal Emergency Relief Administration or FERA which gave about $250 Million to the states to help provide food and clothing for the needy.

12. Funding the New Deal In 1933 the US Congress repealed the 18 th Amendment, Prohibition, by passing the 21 st Amendment and alcohol became legal again. This helped bring in additional revenue for the Federal government but not nearly enough to pay for all the New Deal programs. The United States government began borrowing money. This is called DEFICIT SPENDING, or spending more money than the government collects.
