Open Data & overview of data management in H-2020 27 February 2015

A growing trend among scholars, government agencies and international organisations to share data outputs, codebooks and software.

Data in the Social Sciences & Humanities – Numerical data for scholarly research: economics, sociology, political economy, economic history &c. – Qualitative: case studies, text coding/analysis, interviews, images.

Research Data Management – Science funders increasingly require DMPs eg. EU Horizon 2020 – Data security: especially micro data – Documentation on dataset changes, variables, software versions and pre-agreed terms of access and use.

H-2020 ‘Societal Challenges’ categories: – Europe in a changing world – inclusive, innovative and reflective Societies – Climate Action, Environment, Resource Efficiency – Secure, Clean and Efficient Energy

H-2020 Project managers should address the following questions when completing the general information section of the application: What types of data will the project generate/collect? What standards will be used? How will this data be exploited and/or shared/made accessible for verification and re-use? If data cannot be made available, explain why. How will this data be curated and preserved?

H-2020 DMPs must be provided within six months of the start of the research project DMPs are expected to be periodically updated Metadata and documentation to be included Opt-outs – Industry-related research data – Data subject to special confidentiality obligations – Data subject to national security sensitivity – Project directors can give reasons why datasets would not be made available on an open basis. – Commission project officers can open a feedback/negotiation phase to discuss DMPs.

Metadata for data output – Title, names of creator(s) – Description - 'data abstract' – Source(s) – Creation date – Spatial / temporal coverage – Format – Location of data & DOI – Access status and embargo – Licence – Funding Statement – Related publications

Open data check Surveys Licensed Resources Open data New research dataset When, and how, to make data available in open data mode

Open data check Data protection: – Datasets where persons, households or firms are identified – Not normally possible to publish data openly – May be possible (pending terms) to generate an anonymised version of the data for sharing, or access after embargo. Database copyright: – Datasets derived/elaborated from pre-existing, commercially- licensed database(s) – Not normally possible to publish significant extractions due to copyright protection and contractual terms of use.
