2. 2 Background ISPS Code Implementation Assistance Program (ICIAP) was developed by APEC Maritime Security Experts Group It is designed to assist fellow APEC members in complying with the ISPS Code through technical assistance and capacity building

10. 10 ○ Table-top exercise CONDUCT OF EXERCISE The table-top exercise was successfully conducted in the following 3 main phases Phase 1: Exercise briefing Phase 2: Exercise Phase 3: Exercise debriefing exercise aim, objectives, required attainments, exercise organization a Dividing APEC participants into 3 syndicates with 3 exercise controllers exercise debrief and feedbacks and recommendations from APEC participants. and latest MSC circulars updates b Conducting in accordance with the planned exercise injects

11. 11 EXERCISE INJECTS A total of 9 exercise injects were provided by individual syndicate controllers during the exercise. The planned exercise injects were: a. Start State. b. Exercise Inject 1. c. Exercise Inject 2. d. Exercise Inject 3. e. Exercise Inject 4. Security guard, while on roving patrol, discovered some damage to the perimeter fence. On closer inspection, he found some torn fabric (parts of a shirt material) and a map of the Port Facility Designated Authority informed Port Facility that they received an intelligence report about a terrorist bomb attack targeted against MT XXX An attempted entry of a vehicle at the Main Gate claiming supplying ship stores for MT XXX A suspicious person was seen loitering outside the facility with apparent actions that he was conducting surveillance activities by taking photographs of entry points and behaving suspiciously. Port Facility was operating at Security Level 1

13. 13 Observation ■ General information and Port Facility Security Plan for this artificial port were provided to facilitate the conduct of the exercise. ■ The use of the Vietnamese language during the exercise facilitated active discussion among participants. 14. 14 ○ Demonstration of Port Facility Security Audit at actual port AUDIT OBJECTIVES a. Determine the implementation and effectiveness of the ISPS Code b. Determine conformity or non-conformity of system element c. Provide basis for improvement to the system d. Comply with the requirements stipulated in the ISPS Code.

16. 16 Conduct of Audit Demonstration a. Examine the status of the ISPS Code implementation. b. Identify any aspects of the ISPS Code to enhance the ISPS Code implementation process. c. Recommend review and amendment to the approved Port Facility Security Plan if any. d. Conduct audit using the MSC Circular 1192 Checklist audit の写真（ 3 ） e.Record any deficiencies in each of the areas if any and provide relevant recommendation.

17. 17 Observation a.The use of the Vietnamese language during the demonstration of ISPS Code audit for a port facility has facilitated active discussion among participants. b.A dedicated internal auditor training course may be useful to further enhance learning values of participants during the ISPS Code audit for port facility.

18. 18 Conclusion ○As compared with the last APEC workshop held in Vietnam in 2005, this seminar was found to be much more beneficial in equipping participants with the best practices in effective implementation and sustaining ISPS Code in port facility. ○Using Vietnamese language was effective for enhancing participants’ understanding and encouraging active participation during the seminar. ○A port visit should be more effective; for instance, groups could start with a meeting at the port facility, then move to the site to verify the implementation.

19. 19 ○For the table-top exercise, ・ The information on the artificial port should be distributed to all participants at least two weeks prior to the exercise. ・ The group size of around 15 people was a bit large to have active participation from all participants during table-top exercise. ○It is important to conduct practical exercises continuously.
