Cities are the closest thing to a ‘market’ Funding comes from contracts, businesses, foundations + charitable orgs

7 To improve the quality and labor market relevance of workforce investment, education, and economic development efforts, to provide America’s workers with the skills and credentials necessary to secure and advance in employment with family-sustaining wages, and to provide America’s employers with the skilled workers the employers need to succeed in a global economy.

8 WELCOME TO WISCONSIN! Wisconsin faces a projected $3.6 billion deficit over its next two year budget cycle. Gov Scott Walker has proposed legislation to remove collective bargaining rights for all state employees except police and fire fighters. The legislation would require public employees to contribute 5.8% of their pay to cover half of their pension costs and at least 12.6% of the health care costs (most pay about 6% now). 175,000 workers would be affected.
