2 Origination of E-Government Projects
Integrated Acquisition Environment (IAE) Summer 01 – Efforts to improve use of Government’s IT investments 10/01 – President’s Management Council defined 24 E-Gov projects as a starting point to lay foundation for a citizen-centric government— IAE is one of these – developed as shared services environment that promotes competition, transparency and efficiency in the federal acquisition life cycle IAE fulfills requirement in the E-Government Act of 2002 that calls for “electronic procurement initiatives” IAE systems include FedBizOpps and FedTeDS egov.gov

3 E-Gov Initiative | Business Areas and Objectives
BPN (Business Partner Network) – Deploy a single point of registration and validation of supplier data accessed by all agencies. Includes CCR, ORCA, eSRS, EPLSRS, EPLS Acquisition Information Reporting (AIR) – Implement a central point for consolidated collection and access of statistical and management information related to Government acquisitions. Includes FPDS eMarketplace – Create online directory of interagency tenders to simplify and facilitate leverage of Government buying. Includes: FedBizOpps, FedTeDS, WDOL.gov Standard Transactions – Develop a standard glossary and vocabulary to facilitate exchange of data between and within agencies

What is FedBizOpps? FedBizOpps ( is one of the IAE web-based systems that has simplified the federal procurement process Vendors interested in selling to the Federal government can find announcements of business opportunities – 24x7x365 Over 550,000 vendors and buyers registered Government buyers can post announcements of Federal business opportunities – 24x7x365 Over 54,000 active opportunities (solicitations/synopses) FedBizOpps provides complete, free access to government business opportunities via a single web-based portal. This approach saves time and money, as contracting officers no longer must respond to individual requests for solicitations, and vendors can now immediately retrieve solicitation packages within 1 hour of posting, at no cost to the vendor.

6 FedBizOpps – Search for Solicitations over $25K
No Registration is required to use the FedBizOpps web site. Using the FedBizOpps web site Vendors Can: Search or Browse for Government Contracting Opportunities Vendors can choose to Search for Notices Using the FBO Search Engine, which is accessible by clicking on Find Business Opportunities ‘go. Vendors can Browse for Notices by clicking on the FedBizOpps Vendors Icon. Register for Notification of Government Contracting Opportunities Explore Teaming Arrangements or Find Subcontracting Opportunities with the Interested Vendor List (IVL) Access the FBO Datafeed (Under FedBizOpps Vendors) Research Past Opportunities Develop Pricing Strategies To begin browsing for postings, Click on Vendors. Browse

7 Drilldown List Acronym Allows vendors to browse through recent postings (active synopses or awards) by Agency. Browsing by Agency can be more time consuming than searching. You can only browse “active notices” (“archived notices” are only viewable by searching). Browsing is good if you are looking for a specific notice and know what location it is or will be posted under. Browsing is good if you are just looking to see what is posted in general under a specific agency/office/location. Click on ALL. Alphabetic

8 Agency Drilldown List This is the Agency Drilldown List….
This page is referred to as the agency drilldown list. This enables the vendor to browse postings by: All Active Postings for a particular Agency, Office, or Location Active Postings in order by Posted Dates Active Postings in order by Classification Codes (Product Service Codes (PSC) & Federal Supply Codes (FSC)) Active Postings in order by NAICS Code *Note* Not all notices have NAICS Codes assigned. It is not mandatory for a buyer to enter a NAICS code if posting via FTP or . Active Awards Active Postings that are Set-Aside Click on “Posted Dates” next to “General Services Administration”.

This page is referred to as the agency drilldown results page. The drilldown results page lists active postings by date. Click on the highlighted link for “Amendment 02” for solicitation number AT07012 to view this posting.

10 Listing Page This is the LISTING PAGE….
The listing pages includes everything posted to a particular solicitation, in this case, the synopsis, one solicitation and two amendments have been upload. Click on the highlighted link for “Synopsis” to view the synopsis.

11 Synopsis This is an example of a synopsis, or presolicitation notice.
The synopsis provides information regarding this notice, including: Document Type Solicitation Number Posted Date Response Date Archive Date Classification Code NAICS Code Set Aside Code (If applicable) Contracting Office Address Description (24,000 characters, up from 18,000 characters in CBD) Point of Contact (Contracting Officer) Information (Cut off - Not viewable on this slide) Links to other postings for this solicitation number are listed at the top of the page. To view the solicitation documents, click on the highlighted link for ‘Amendment 01’.

12 Attachments Page This is the ATTACHMENTS PAGE…
The attachments page includes all documents uploaded to this solicitation. The file description, size and format are included. The Point of Contact information for this procurement notice is also listed on this page. To download each document, click on the highlighted link in the description column. Vendors Can: View these documents online Save to their desktop for later viewing Print documents FedBizOpps even includes a zip compression file of the uploaded documents.

13 Search Search Search Four of the key features for vendors are the Search Capability, Notification Service, Interested Vendors List, and the FBO Datafeed. To search FedBizOpps for specific opportunities, go to the FedBizOpps home page and click on ‘Go’ next to ‘Advance Search’.

17 Email Notification Capabilities
Four Options to Choose From: Register to receive all notices from solicitation number Register to receive all notices from selected organizations and product service classifications Register to receive all procurement notices Register to receive a report of all vendor notification registrations Can Select Procurement Classification Codes NAICS Code Groups Select Set Aside Types POP_ZIP: Not Mandatory for Buyers Only works with ONE zip code Select Agency / Office / Location Over 500,000 vendors registered for notifications There are four vendor notification options available: Register by Solicitation Number Register by Selected Organizations and Product Service Classifications Register by All procurement notices. Option four allows vendors to Register to receive a report that provides detailed information on their vendor notification registration selections. Due to the number of notices posted on any given day, and to allow vendors to narrow their search criteria, option #2 is recommended for vendors. On average, about 1/3 of our registered vendors receive an notification from FedBizOpps on any given day. Therefore, the FedBizOpps system sends out about 300,000 notified s daily.

18 Interested Vendors List
Once you have filled out the Interested Vendor Registration Form, check to verify the information you entered is correct. You will not be able to remove or modify the information after you click on “Register as Interested Vendor”. All of the information submitted (company name, contact information, etc.) will be forwarded to the contracting officer for the notice.

21 Vendor Registration Vendor Users must provide the following information to create an account on FedTeDS: Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN) DUNS Number or CAGE Code Telephone Number address New CCR registrations take approximately 48 hours to become available in FedTeDS Upon successful registration, Vendor User accounts are effective immediately

22 How do Vendors get data from FedTeDS?
Vendors locate business opportunities as usual (e.g., FedBizOpps) A link posted with the business opportunity directs vendors to a specific page on FedTeDS for the data Registered Vendor Users login to FedTeDS and can download data for that business opportunity Vendor Users cannot search FedTeDS for business opportunities or data; they must navigate to FedTeDS by way of a link posted with the public solicitation notice

23 Integration with FedBizOpps.gov
On FedBizOpps, under Technical Data Package (TDP), there is a link directing Vendors to FedTeDS

Vendor Users will see a list of all files for the solicitation if they have the appropriate level of access

Vendor Users must accept a security agreement before downloading each file FedTeDS can distribute files in any format; however, it is the Vendor User’s responsibility to obtain the appropriate application to view the files (Adobe Acrobat, WinZip, etc)

27 Multiple Levels of Control
Solicitation information distributed through FedTeDS may require additional levels of control used to regulate access by Vendor Users Export Controlled Requires a FedTeDS username and password Vendor User’s company must be certified by the DLIS Joint Certification Program to receive unclassified technical data disclosing military critical technology with military or space application Used primarily by the United States Army, Department of the Navy, and United States Air Force Explicit Access Vendor Users must be granted access on an individual basis by the Government User
