1 60-HOUR RULE POLICY for Methods Instructors and University Supervisors BVU 2012

2 What is the 60-Hour Rule? Chapter 79.12(6) of the Iowa Code: Faculty members preparing practitioner candidates maintain an ongoing, meaningful involvement in activities in preschools, elementary, middle, or secondary schools. A minimum of 60 hours of activities of such activities shall include team teaching during the period between approval visits. A maximum of 30 hours of the 60-hour requirement may be completed by supervising pre-service candidates in P-12 classroom settings. (from Iowa Code, 2007)

3 Important Points of the Law (as of 08-2012)  Each institution must:  Have a policy  Have a formula to pro-rate the hours for new hires  Define what counts toward the 60 hours  Have a method of tracking participation  The policy is from accreditation visit to the next  Currently every 7 years

4 Who Needs to Collect 60 Hours? Unless you are currently teaching or co-teaching in a PK-12 classroom, you will need to collect 60 Hours. This includes:  Retired and non-teaching licensed teachers  Persons with substitute licenses  BVU Education Coordinators and Field Experience Directors  AEA staff members and administrators  University Supervisors  Community College/College/University Instructors, Adjuncts and Professors  Current PK-12 teachers are exempt

5 What Activities Count Toward 60 Hours?  A maximum of 60 may be obtained:  Co-teaching in a PK-12 classroom or educational setting  Substitute teaching a PK-12 classroom or educational setting  Volunteering or observing in a PK-12 classroom  A maximum of 30 hours may be obtained by:  Supervising a clinical experience (student teaching)  Mentoring new teachers (must include classroom visits)  A maximum of 20 hours may be obtained by:  Planning an online course for PK-12 classes  Co-teaching an online course for PK-12 classes

6 Clarification of the 60 Hours  University Supervisors do not need to keep track of clock hours spent with each student teacher. Clock hours will be awarded thusly:  5 hours for supervising a 4-week field experience  10 hours for supervising an 8-week field experience  15 hours for supervising a 14-week field experience  Any Iowa Co-teaching model is acceptable  The substitute or co-teaching experience should be at the level for which one has a teaching license and/or is approved to teach or supervise for BVU

7 Clarification of the 60 Hours  Hours toward the 60-hour rule that are obtained in the PK-12 setting for colleges or universities other than BVU will be accepted. This includes supervising student teachers, co-teaching, etc. These hours should be noted on the Verification Log.  “Extra” hours earned in one 7-year cycle may not be carried over to the next 7-year cycle  A Methods Instructor or University Supervisor may have some opportunity that has not been considered. Please contact the Education Coordinator at your site to find out if the opportunity is acceptable to BVU.

11 How Many Hours Must Be Earned During this Site Visit Cycle? (by end of Term 6, 2015) Buena Vista University (BVU) will enforce the 60-Hour Rule policy beginning the 2012-2013 year of the cycle. Methods Instructors and University Supervisors in BVU employment entering the cycle from 2008 -2013 will be expected to earn at least the number of hours for Year 5 (2012-2013) of the cycle. That number is 26 hours and must be earned by the end of Term 6, 2015.

12 Clarification Points for Transition Year 5 of the Current Cycle  Any Methods Instructors and University Supervisors who have already obtained 60 hours will be considered as having them completed for this 7-year cycle.  Methods Instructors and University Supervisors who have started obtaining hours may use the hours they have already obtained as evidence.  For this cycle, you may earn more than 26 hours but it is not required.  You may use either the form typically used at a site or the Verification Log that accompanies this policy to track hours.

13 Clarification Points for Transition Years 6 & 7 of the Current Cycle  Methods Instructors and University Supervisors entering BVU employment during 2013-2014 (Year 6 of the cycle) must earn 17 hours by the end of Term 6, 2015  Methods Instructors and University Supervisors entering BVU employment during 2014-2015 (Year 7 of the cycle) must earn 9 hours by the end of Term 6, 2015

15 Verification Log The front side of the form asks for this information:  Name  If you are a Methods Instructor and/or University Supervisor (check both if you are both)  Which year of the cycle you entered (such as Year 5 or Year 7)  How many hours you need by the end of the cycle (write in “26” if starting this year, “17” if starting BVU employment 2013- 2014 or “9” if starting BVU employment 2014-2015

16 Verification Log: the table  Date: the date of the activity if not supervising  If supervising, please write the Term or Semester/year  School or Location: the name of the school and city  Number of hours:  Write the clock hours if not supervising  If supervising, write the number of hours awarded for the supervision you are doing  Activity: what did you do  Supervise Megan Green, preschool  Substitute teach 2 nd grade

17 Verification Log  ______ Hours earned this year: the number of hours earned this year  TOTAL Hours earned this accreditation cycle (2008-2015): the running total of hours for the cycle  Please give the Education Coordinator a copy of the Verification Log each year.
