Sustainable Development Benefits Strengthened national institutional capacities and human resource base for the implementation of the NBF and for safe use and application of modern biotechnology. Strengthened stakeholder participation and political support mechanisms. Established training procedures for risk assessment, risk management, inspection, monitoring, enforcement, evaluation and for measuring environmental and socio- economic impacts. Strengthened networks and information sharing in partnership with regional institutions.

Procurement of materials and equipment, and training in LMO detection. Stakeholder consultations and the establishment of a functional national system for public awareness, education, participation in the decision making process and access to information. 12 Project priorities under GEF-4: BARBADOS Sub-Regional Workshop for GEF Focal Points in the Caribbean Havana, Cuba 8-10 July 2008 CHARACTERISATION AND ASSESSMENT OF SOURCES OF UNINTENTIONALLY PRODUCED PERSISTENT ORGANIC POLLUTANTS (uPOPs) AND THE APPLICATION OF BEST AVAILABLE TECHNIQUES (BAT) AND BEST ENVIRONMENTAL PRACTICES (BEP) Global Environmental Benefits Reduction of emissions of unintentionally produced POPs Sustainable Development Benefits  Contribute to the establishment of procedures and requirements to guide the management of sectors that impact on air quality in order to ensure minimization and, if possible, elimination of adverse environmental and health impacts from poor air quality (Barbados SusDev Policy 15.3);  Contribute to the implementation of programmes and activities to comply with and address national obligation as Party to relevant multilateral environmental agreements (Barbados SusDev Policy 15.4) - e.g. Stockholm Convention on POPs; and  Contribute to the implementation and execution of an appropriate, comprehensive and efficient solid waste management programme for Barbados (Barbados SusDev Policy 15.5)

13 Project priorities under GEF-4: BARBADOS Sub-Regional Workshop for GEF Focal Points in the Caribbean Havana, Cuba 8-10 July 2008 CHARACTERISATION AND ASSESSMENT OF SOURCES OF UNINTENTIONALLY PRODUCED PERSISTENT ORGANIC POLLUTANTS (uPOPs) AND THE APPLICATION OF BEST AVAILABLE TECHNIQUES (BAT) AND BEST ENVIRONMENTAL PRACTICES (BEP) Main Project Activities  Training in and execution of environmental and waste audits at municipal and medical waste incinerators, with specific consideration of the implementation of BAT/BEP at these facilities.  Assessment of the applicability and usefulness of the dioxins and furans toolkit in Barbados’ socio-economic and technological context.  Assessment of the applicability and usefulness of the guidance on BAT and BEP in Barbados’ socio-economic and technological context.  Preliminary identification of potential sources of unintentionally-produced HCBs GEF Costs & Co-financing GEF - ?? / Co-Financing - ?? 16 Project priorities under GEF-4: BARBADOS Sub-Regional Workshop for GEF Focal Points in the Caribbean Havana, Cuba 8-10 July 2008 ELIMINATION OF THE USE OF PCB-CONTAINING EQUIPMENT Main Project Activities  Training in PCBs screening and identification via the use of field test kits and confirmatory laboratory analysis;  Update of the national PCBs inventory, including identification and labeling of PCB-containing equipment;  Development and implementation, of a plan for the removal from use and disposal of PCB-containing equipment, as well as replacement with more acceptable alternatives. 19 Project priorities under GEF-4: BARBADOS Sub-Regional Workshop for GEF Focal Points in the Caribbean Havana, Cuba 8-10 July 2008 STRENGTHENING CAPACITY TO CONTROL ILLEGAL TRAFFIC IN PERSISTENT ORGANIC POLLUTANTS AND OTHER HAZARDOUS SUBSTANCES Main Project Activities Green Customs Training, including training of trainers, for customs officers;  Development and delivery of public awareness programmes on green customs practices for other regulatory agencies, customs, brokers and importers;  Capacity building for customs officers and other regulatory agencies, customs brokers, importers, distributors, and labor unions for the implementation of the Globally Harmonized System of Classification and Labeling of Chemicals (GHS);  Feasibility study and proposal for the development and implementation of a national database to record and track imports and exports of chemicals substances GEF Costs & Co-financing GEF - ?? / Co-Financing - ??
