4 Real-Time Contingency Analysis (RTCA) Requirements 4 Updated NERC Standard – TOP-001-3 High priority – being pushed by FERC Adopted by NERC Board of Trustees, February 12, 2015 Filed at FERC for approval, March 18, 2015 Enforcement Originally expected – April 1, 2016. Now????

5 Real-Time Contingency Analysis (RTCA) Requirements 5 Real-time Assessment - An evaluation of system conditions using Real-time data to assess existing (pre-Contingency) and potential (post-Contingency) operating conditions. R13. Each Transmission Operator shall ensure that a Real-time Assessment is performed at least once every 30 minutes. [Violation Risk Factor: High] [Time Horizon: Real-time Operations]

6 Real-Time Contingency Analysis (RTCA) Requirements 6 Considered potential partnership opportunities with SMUD and Western’s other Regions o Not viable at this time, due to system model challenges and development of tools Continuing Development of Alstom tool to accomplish RTCA o State Estimator also supports Dispatch Training Simulator Interim – utilize Peak RC Hosted Application for next 3 years along with SNR Alstom RTCA SNR’s Actions:

7 Real-Time Contingency Analysis (RTCA) Requirements 7 A number of TOP’s/BA’s are planning to staff 24x7 Operations Engineering (OE) Desks to cover this need SNR requested 6 FTE’s to staff a 24x7 OE Desk in 2016/2017 Currently considering coverage by staffing second TSO Dispatcher on 5x12 hr shift, Monday – Friday (2 additional TSO positions) o These positions would also help with critical workload issues during peak loading and peak field work timeframes during the week o Additional Operations Engineering position and SCADA Engineer Potentially reduce new staff requirement to 4 instead of 6 FTE SNR’s Actions:

8 Planning Authority/Planning Coordinator Requirements 8 Plan to claim COTP within Western’s Planning Coordinator footprint o Implementation – Fall 2015 Plan to provide Planning Coordinator services to SBA LSEs o Implementation – January 2016 Continuing to work through Reliability Standards Requirements o Identify roles and responsibilities o Identify resource needs and funding requirements New staff will be required to cover these services o To be funded by TANC and SBA LSEs SNR’s Actions:

23 2 flavors of WASN OASIS postings: Outages that affect the CVP ATC: – These outages are currently posted and managed in OASIS by the TSS desk, this will remain unchanged. The expectation is that the outage is posted as soon as practical. Outages that do not affect CVP ATC: – These outages impact the WASN merchant are posted to OASIS by the TSS desk who will manage these additional scheduling points (lines or CB). No CVP ATC will be assigned. The expectation is that the outage is posted as soon as practical. 2 Timelines for WASN OASIS postings: Scheduled outages – These outages comply with the approved lead-time as outlined in WASN Operating Procedure OP-053 Planned Outage Coordination and the TSS desk will be notified by the OASIS tool via an e-mail. Real-time outages – These outages do not comply with the approved lead-time as outlined in WASN Operating Procedure OP-053 Planned Outage Coordination and the TSS desk will be notified by the TSO desk in real-time. 24 The WASN Transmission lines listed below will be posted on OASIS in the NOTICES section. This is a process to be performed by the Outage Coordinator and the TSS desk. Process: New outages: – The Outage Coordinator posts the outage in the OASIS notices section once a day, this posting is tomorrow plus 30 days (an e-mail is automatically sent to the distribution list in OASIS). – The TSS desk receives the e-mail from the OASIS tool and creates the necessary notice(s) in OASIS. Date/time changes to existing outages: – The outage coordinator will process the date/time change to an existing outage and post the update to the OASIS notices section. – The TSS desk receives the e-mail from the OASIS tool and updates the affected notice(s). 25 Cancelled outages: – The outage coordinator will process the cancellation of an existing outage and updates the OASIS notices section. – The TSS desk receives the e-mail from the OASIS tool and cancels or deletes the respective notice(s). At noon each day the TSS will use TOA outage tool to filter for OATI outages in the date range to be determined and compare them to the OASIS notices to verify correctness of the posted outages.
