Perkins Rates as Tsunami Buoys Developing Early Warning Systems for LEA Accountability Melvin D’Souza, Ph.D. CTE Data Analyst Delaware Dept. of Education May 16, 2012 NACTEI Annual Conference Portland, OR

Scenario #1: Highbrow High  IB introduced in 2008  CTE Concentrators/Completers drop in 2011  CTE Programs flourishing – exceeding targets!exceeding targets  Local Plans to provide for programs of size, scope and quality (Perkins IV, Sec. 134. (b) (6)).  Core Performance Indicators cannot help with this – focus on rates, and Exit cohorts.

Scenario #2: Megasales High  Renowned for Business and Marketing Programs  Health Sciences introduced in 2008  Number of CTE Concentrators/Completers stable  Business and Marketing cannibalized  Core Performance Indicators do not evaluate performance by cluster or program area.

Perkins Core Indicators of Performance Sec 113(b) Measurement Definitions features : –Student type: Participant, Concentrator, Completer –Specific time period: Reporting Year & Exit Cohort 2S1/1P1 - Technical Skill Attainment 3S1/2P1 - Secondary/Post-Sec Completion 5S1/4P1 - Student Placement 6S1/5P1 - Nontraditional Participation 6S2/5P2 - Nontraditional Completion

CTE Student Definitions Secondary Level CTE Participant: A student (Grade 9-12) who has completed at least one course in any career and technical education (CTE) program area. CTE Concentrator: A student who has successfully completed at least fifty percent of the credits required to complete a state-approved CTE pathway of sequenced courses, and is enrolled in a course at the next level in the same pathway. CTE Completor: A student who has successfully completed a state- approved CTE pathway of sequenced courses.

CTE Participant – Concentrator - - Completer Relationship

CTE Participant  Concentrator  Completer

CTE Data Reporting Participants: Snapshot of Course-taking Concentrators : Manual entry each year Completers: Manual entry each year

CTE Data Collection & Reporting Tech Prep Participant: A Tech Prep Participant is any student who has completed fifty percent of a Tech Prep articulated CTE or CTE-Integrated pathway. Tech Prep Concentrator: A Tech Prep Completer at the Secondary level would be any student who has completed all course requirements in a Tech Prep articulated CTE or CTE-Integrated pathway. Grades: 10-12

Longitudinal Analysis of Cross-sectional CTE Performance Rates Participant-Concentrator Rate: Number of Concentrators for every 100 Participants. Benchmark: 25%? 33%? 50%? Participant-Completer Rate: Number of Completers for every 100 Participants. Benchmark: 10%? 20%? 25%? Concentrator-Completer Rate: Number of Completers for every 100 Concentrators. Benchmark: 75%? 80%? 95%?

Calculation of Related Cross-Sectional CTE Performance Indicators Participants Concentrators Completers 1000 400 200 Participant-Concentrator Rate 40.0% Participant-Completer Rate 20.0% Concentrator-Completer Rate 50.0%

Cross-Sectional CTE Performance Indicators  Delaware Data Delaware Data  Multi-year averages for benchmarks  Use of Cluster/Pathway-level data
