1 RULES CLINIC 2015 March 8, 2015

2 Start of Match Procedure X - Make sure that the wrestlers have checked into the head table X - Shake the athletes hand and check them for sweat or oil X - Have them shake hands and start the match X - The wrestlers feet do not have to be on the line to start and they just need to be close to center and facing each other for re-starts

3 X - Shake the wrestlers’ hands once the match is over X - Wait for the Mat Chairman to indicate the winner - if you are working 3 man-mechanics X - Raise their hand facing the MC and then turn and raise the hand facing the judge X - Direct the wrestlers to shake hands with opposing coaches X - Wait for them to leave the mat before walking away from the center End of Match Procedure

4 3-man Mechanics ● 3 Officials working together to get the correct calls ● This will be more typical at the state tournament or a Regional/National tournament ● 3 Positions – Referee, Judge, & Mat Chairman ● Each position has specific responsibilities

5 3-man Mechanics – Referee Conducts the match – most important of all the positions Eyes should always be on the athletes – only time away is to get confirmation on calls Scores the bout as it happens Need confirmation – move to get in position to see the judge better Controls when wrestlers start and stop Protection of the athletes

6 3-man Mechanics – Judge Check the wrestlers and make sure they are correct Sits across from the judge and scores the bout independently from the referee Score what you see, call your own match Don’t mirror calls by the referee unless you agree Options are not always needed Same job of scoring the bout as the referee but without a whistle

7 3-man Mechanics – Mat Chairman The referee that is in charge of that match If Referee and Judge don’t agree, you must make a decision between those two Ability to call a conference with the referee and judge – don’t overdo this Have a very good understanding of the rules Deal with coaches – always have an answer ready – you must know why something was called the way it was even if you don’t agree

8 Mat Awareness and Presence Look the part – appropriate attire Confidence when scoring point – you don’t have to look at the judge or MC for confirmation Walk the wrestlers back to the center Tell them what you want – we all speak English Communicate during the match – stimulate scoring Changing levels – danger position Anticipate where the action is going and try to be in the best possible position to evaluate the points – don’t stand in one place Movement – get to where you need to be quickly - don’t run

31 Auto Touche and 5-second count ✕ No 5-second count for an additional point - new 2014 ✕ 1 – point for Auto touche – “Instantaneous Fall” The offensive wrestler will still score the points but give up 1-point for going flat. 37 PASSIVITY ✕ Basically this is blocking and preventing scoring actions ✕ This can be grouped under a variety of infractions such as: grabbing hands/fingers, having their head down, posting on the opponents head, blocking the chest with forearms or hands, etc… ✕ Use UWW Vocabulary to encourage action  Open, Head up, Action, Contact, No Fingers, etc… ✕ Passivity will not be called as much at the younger levels because they typically score points

38 GENERAL POINTS FOR PASSIVITY ✕ Rules for 3-man mechanics ✕ Passivity can be confirmed by either the Judge or Mat Chairman ✕ If Referee asks for one color, judge it is either confirmed or white paddled, not the opposite color ✕ Once Passivity is confirmed, look back at the wrestlers to see if an action is underway – if something scores the passivity goes away

39 FREESTYLE PASSIVITY ✕ 1 st Passivity  Use FILA Vocabulary to stimulate action  Get Confirmation – stop the match give an “Attention” ✕ 2 nd Passivity  Get Confirmation – stop the match  Indicate the 30-second penalty period  If either wrestler scores during the 30 second period, the penalty period is over  If no wrestler scores – passive wrestler is given a caution and 1-point is awarded to their opponent

40 FREESTYLE PASSIVITY ✕ Further Passivity Violations will immediately go to 30-sec penalty period ✕ Passivity cannot be called within the last 30 seconds of each period that would result in a penalty clock – fleeing the hold ✕ If the score is 0-0 after 2 minutes, the referee must stop the match and team will determine a passive wrestler and 30-second penalty period will be applied ✕ Timing of your calls is very important – should not call 1 st passivity at 1:40 and then another at 1:55 ✕ If a wrestlers has scored substantial points (5 or more), then Fleeing the Hold should be called instead

41 FREESTYLE PASSIVITY ✕ Additional Points  Notation – Put a “V” for verbal warning on the bout sheet and put a “P” for when passivity is called  Should start identifying the passive wrestler in the first 30 seconds  It is okay to give a warning in the last 30 seconds of the 1 st period but not put on the clock  Passivity clock could be used at anytime before 2:30 on the clock  If a wrestler is up 5-0 and being passive, this is fleeing the hold and would be a caution and 1  Passivity is mainly given in a low scoring match – could use as many as 3 passivity periods in a match

42 FREESTYLE PASSIVITY ✕ Additional Points  When passivity is confirmed, the referee must look back at the wrestlers to make sure than an action is not underway before they blow the whistle – Example 1, Example 2 Example 1Example 2  If an action is started before 2:00 mark in a 0-0 match, the referee should allow the action to complete before stopping it to apply the passivity clock  During the 30-second activity period, at the end of the 30-second period, the referee should check to make sure an action is not underway before stopping the match – the activity period could extend beyond 30 seconds  Assume 0-0 match – Number of calls and passivity periods – 3 calls in 1 st and 2 calls in the 2 nd

46 GRECO-ROMAN PASSIVITY - 2014 ✕ Timing of calls  1 st Passivity should be called within the first minute of a 0-0 match  Recommend having a minimum of 3 calls in the first period (2 on Red, 1 on Blue) – at least one is in par terre  Second period – make the 2 nd passivity call on the one wrestler – that way both wrestlers have a chance on top – then the next call could decide the winner

47 GRECO-ROMAN PASSIVITY - 2014 ✕ Additional Points  The 1 st Passivity could be called in the last 30 seconds in the 1 st period  There should be at least 20 seconds left if making a passivity call that could result in par terre (2 nd call at the 2:40 mark)  If you call passivity that results in par terre, give the wrestler on top ample time to make a turn  If scoring does occur in the 1 st period, then the passivity calls would be delayed – keep in mind who scored technical points – this is different than points from cautions

48 GRECO-ROMAN PASSIVITY - 2015 - Proposed ✕ Passivity  Important to stimulate action – verbalize  No more forced par terre  2 passivities against a wrestlers = 1 point  Reset after a point is given  Bout will not stop to make the passivity call  Get Confirmation 1 st – Say “Attention – Red Passive” – if second passivity call add “Blue 1-point”  Assume a 0-0 match – Looking to make 6 or 7 total passivity calls – 4 on one wrestler and 2 or 3 on the other – score would end 2-1

49 IDENTIFYING PASSIVITY ✕ GR/FS – Grabbing hands and fingers – Point of Emphasis – “Open”- reach in knock off, if continues, it could be a Caution and 1-point or just passivity ✕ GR/FS – Head down, backing up constantly ✕ GR – grabbing wrists and holding on ✕ GR – blocking – preventing holds ✕ GR – Having a great hold and making not attempt to score ✕ GR – Sometimes you just have to call someone in a 0-0 match

50 FLEEING THE HOLD ✕ Standing Position  Blocking and running to prevent scoring  Typical in the last 30 seconds of a match  Stop the bout and give an “Attention”  Vocabulary is “Red/Blue Contact”  If continues, stop the match and ask for a caution and 1-point  Are these fleeing the hold or not? Example 1, Example 2,Example 1Example 2  Make sure you know what the call will do in the match – will it decide the winner or not?

54 PROPOSED - GRECO CHANGES FOR 2015 ✕ Par Terre Defense – Gut Wrenches  Bottom guy is allowed to defend with Open Arms  Not allowed to block off with elbows and knees, touch the hands, wrists, arms  Say “Open” – slap the mat  Still no change – Caution and 1pt – get confirmation 1 st  Once called – would restart back in par terre  It is permissible to reach in and slap the hands off at the Senior level ✕ Par Terre Defense – Front Headlock  It is permissible to attack the hands, wrists and arms  Still cannot grab fingers or break the lock illegally
