Content: l Full-text of journals directly from publishers’ websites l Currently 2060 titles from 24 publishers, new publishers joining l Subject scope: biomedical and related social sciences l No restrictions: current issues and back years included

Training: l English language training modules; French adaptations available in October l First training-for-trainers workshop July 2002, Tanzania, focus on malaria research l First French language workshop scheduled for October 2002, Madagascar ICT support: l No resources currently available

5 World Health Organization October 2002 The beneficiaries Country eligibility: l Two tiers: according to GNP p.c., signatories of Berne convention (waived for poorest) Institution eligibility: l Schools of medicine / nursing / public health / pharmacy; universities; research institutes; government offices; teaching hospitals; medical libraries l NGO staff accepted as “walk-in” users at eligible institutions

6 World Health Organization October 2002 Pricing model Based on ability of user to pay: tiered pricing l Free for countries with GNP p.c. <$1000 l Very reduced prices for countries with GNP p.c. between $1000-$3000 (announcement of terms expected October 2002) l Users sign common license agreement

7 World Health Organization October 2002 Partners and partner roles l Publishers: full partners in developing the framework l WHO administrative role: identification and verification of institutions; menu interface; authentication; user statistics l BMJ: publisher partner and member of HINARI task force; development of common license agreement

8 World Health Organization October 2002 Partners and partner roles l Yale University: technical assistance on authentication, menu interface; development of English language training modules; training l Hôpital Necker: development of French language training modules; training l TDR: organization and funding of training workshop; publishing and distribution of training modules on CD-ROM; HINARI fellowship l NLM: coordination with PubMed; evaluation study

9 World Health Organization October 2002 Progress to date In the first 7 months, 31 January - 31 August 2002: l From the 68 countries eligible for free access l 343 institutions registered (from an estimated total of 600 eligible) from 54 countries l From the 42 countries eligible for low priced access l 176 institutions pre-registered (from an estimated total of 600 eligible) from 31 countries

10 World Health Organization October 2002 What we need to work on l Integrate locally-produced information l Include other information formats (books, databases) l Expand training efforts, including French, Spanish adaptations of training modules l ICT support to institutions l Alternative solutions for countries not included in the publishers’ offer

11 World Health Organization October 2002 Framework based on: l Multi-lateral, multi-sectoral partnership l Transparent criteria for inclusion l Equitable pricing l Respect of copyright l Common license agreement l One-stop delivery mechanism l Commitment minimum 5 years l Integration with global development efforts, wider socio-economic context l Sustainability
