2 A Vision for Cross Border Data Exchange Objectives  To agree upon what is needed to facilitate cross border data exchnage and how to bring it about  To consider the UN/CEFACT Background Paper  To examine the “what” issues today and focus upon the “how” issues tomorrow afternoon.

3 The UNCEFACT Paper  Is the basic approach correct?  Can cross border data exchange best proceed through the creation of a Cross Border Reference Data Model?  Are WCO Data Model and UneDocs the foundation?  Have the principal issues been addressed, eg: Promotion, Capacity Building and Implementation? 5 Issues for Customs  Essential to be collaborative  WCO Data Model is a key strategic plank for WCO and its members  Need to continue to manage the trade facilitation versus supply chain security & border control tension  Non-binding nature of WCO resolutions  Tension between Customs and Trade/Transport view A Vision for Cross Border Data Exchange

6 How do WCO DM and UNeDocs Compare? How do WCO DM and UNeDocs Compare?  Shared commitment to alignment with UNTDED  Similar commitment to UMM, CCTS  Similar view toward maintenance  Different business context (to some degree)

7 Way Forward  Agree upon the elements of a vision  Perform gap-analysis  Develop a migration path  Include key stakeholders  Have clear milestones/deliverables and a realistic timeline This is getting into the “how” and that is more the theme of tomorrow afternoon’s session A Vision for Cross Border Data Exchange
