2 AMNESTY INTERNATIONAL ON TORTURE In 1977, Amnesty International won the Nobel Peace Prize for our work to secure freedom and justice, including to stop the use of torture. We are still working to create a world free from torture, where people can peacefully speak out against injustice without fear of imprisonment or death.

3 TORTURE BY THE NUMBERS Tens of thousands of people around the world are tortured for speaking out Torture and ill-treatment has occurred in at least 141 countries in the past 5 years= Almost 2/3 of countries worldwide 44% of people surveyed from 21 countries don’t feel safe from torture by their own government

5 WHY DO GOVERNMENTS TORTURE? The four main reasons governments use torture are: 1.In the name of national security; 2.As a tool of repression against journalists, human rights activists and those participating in public demonstrations; 3.To silence and intimidate political opponents and those that interfere with government interests; 4.To exploit the powerless in society.

6 HOW DO WE STOP TORTURE? 1.We expose the facts around torture and inform people that it still happens. 2.We work with torture survivors & families to achieve justice 3.We tell the stories of individuals that have been tortured. 4.We ask people to take action for those individuals while ensuring safeguards against torture are implemented and perpetrators are punished. 5.We lobby governments, military and police to practicing torture and bring perpetrators to account. 7 HOW DO WE STOP TORTURE? When safeguards are in place, the incidences & likelihood of torture by governments drop markedly. Amnesty is campaigning for safeguards including: - Legal counsel - Medical personnel - Interpreters - Family Also all claims of torture need to be investigated and perpetrators must be prosecuted. insert picture of Filipino activists marching in an anti torture rally.

9 Facts and Figures 28 the number of years since the Philippines acceded to the UN Convention Against Torture. 5the number of years since the Philippine Anti-Torture Act was introduced. In 2009 torture was made a crime in the Philippines, carrying up to 40 years’ imprisonment. 36 the number of torture cases investigated by the Ombudsman’s office in 2013. The Ombudsman’s office is an independent agency tasked with investigating complaints against officials. 3 the number of such cases that were referred for prosecution 0 the number of successful prosecutions resulting from investigations by the Ombudsman’s office. 69 the percentage of Filipinos who believe the police are corrupt, according to Transparency International. 55 the number of torture survivors interviewed for Amnesty International’s new report: 21 were children when they were tortured and two survived being shot and left for dead. 0 the number of torture convictions secured under the Anti-Torture Act. 10 ALFREDA DISBARRO Alfreda was arrested in October 2013 and was accused of being a drug dealer. She was pinned against a wall, repeatedly punched in the stomach and face, hit with a club, poked in the eyes, slapped and a dirty mop was forced into her mouth. She was forced to sign a blank sheet of paper that was then used for a confession. After she was tortured she couldn’t eat, had difficulty breathing and vomited for days.

11 JERRYME CORRE, THE PHILIPPINES Bus driver Jerryme Corre was tortured at the hands of police, after they arrested him in January 2012 and accused him of killing a police officer. They blindfolded him, handcuffed his ankles and beat him through the night. When he was unable to answer questions he was water boarded and electro-shocked. Despite evidence that they had the wrong person Jerryme has been imprisoned for over two and a half years.

13 LATEST DEVELOPMENTS IN THE PHILIPPINES Following the launch of Amnesty International report, Above the Law: Police Torture in the Philippines, on 4 December 2014, the Philippines Senate has opened an inquiry into widespread police torture in the country. This is a promising development, but we need to keep up the pressure on the Philippines government to ensure that a proper investigation is conducted and that measures are taken to eliminate the use of torture.
