 Team Mission  Materials Certification Lean Team  Current Status  Materials Certification Issues  Materials Certification Process  Prioritization Matrix  Solutions  Benefits  Next Steps 2

 Review the materials certification process (preconstruction, during construction, and post- construction) to identify and eliminate non- conformities in process  Primary Focus: Identify ways to reduce the lead time from Substantially Complete through Materials Certification (signed DT1310) to 45 days. 3

 Keith Lundin, Bureau of Technical Services, Team Leader  Greg Brecka, SW Region PDS  Steven Krebs, Bureau of Technical Services  Richard Marz, Bureau of Structures/coming from SER  Jennifer McCartney Grube – NE Region PDS  Brenda McCauley – SW Region PDS  Jeff Michalski, NC Region TSS  Matt Smith, SE Region PDS  Matt Grove, WTBA Contractor  Dee Miller, UW Madison – Team Facilitator 4

Current Status: Statewide 2011 - 2012

 Missing materials tests  Improper certification  Incomplete or inaccurate Materials Information Tracking System (MITS) reports  Materials Review conducted two years after project completion  Submission of materials records one or more years after project completion 6

 Interim 30-60-Final Review of Materials  During construction at 30% and 60%  Pilot Regions: SER and NCR  On-line Training of Materials Certification Process  WisDOT Project Materials Coordinator (WPMC)  Contractor Project Materials Coordinator (CPMC) 11

12  Resolve Non-conformance/Non-performance Issues upstream in a timely manner  Enhance Quality of Materials’ Record Submittal  Assure Central Office Testing is being Conducted in a Timely Manner  Assure Contractors are Submitting Materials Documentation as Required by Specifications

 Oct/Nov 2013  Identify and confirm on-line course modules  Nov 2013  Contract consultant from UW-Platteville for development content for course module  Dec 2013/Mar 2014  Development of on-line training and pilot testing  April 2014  Implementation of Training 13

 Nov 2013  Development of documentation for interim review  Select/Confirm the person who will conduct interim review process  Nov/Dec 2013  Review interim process in NCR and SER and make changes  Feb/Mar 2014  Training on Interim Review process  April 2014  Implement Interim Review Process for all regions 14

 Communication is Key!  Resolving issues at lowest level reduces the risk of issues being handled later in the process  Material Specifications include a large amount of requirements making the materials certification process very complicated.  Bar coding and scanning technologies need to be researched to determine what impact there could be on improving the materials certification process. 15
