6 Landscaping Changes Enforcement New Construction – Plan Check / Permit process, Demonstration of Irrigation system operation Retrofits – irrigation system work requires plumbing permit Enforcement based on permanent irrigation system, not plantings Planting changes may be difficult to enforce, but as long as permanent irrigation system standards are enforced, water conservation benefits are still significant (e.g. “hand” watering) Mechanism addresses both Efficiency (irrigation performance) and Total Use (planting irrigation needs).
