11 Food Service Background Two companies responded to last RFP Contracted with Trinity Food Services Commenced January 2007 In place Five years (3 + 2 option years) Goal – To send out RFP by March 31, 2012 Contract extension, including increase in number of meals purchased, through July, 2012

12 Food Service Background During the 5 year contract 23.9 Million meals were purchased  Total expense was $19.7 Million FY 2012 estimated meals is 4.1M meals  Expense = $3.4M

15 RFP Challenges Limited number of qualified food service providers can compete for large contracts Current MWBE approach resulted in the proposers sub-contracting with an MWBE firm to maximize their score MWBE impact on local community is difficult to measure

17 To offset issues previously mentioned, our approach is to replace current MWBE criteria with a proposal for innovative programs to benefit the community, offenders and inmates. Alternative Approach

18 Require proposers to provide a plan for community outreach as part of their programs initiative, examples may include:  Partnership with Orange County Public Schools  Low income resident training programs  Homeless shelter assistance  Hospitality industry partnerships  Faith based partnerships Alternative Approach

19 Require proposers to provide offender and inmate re-entry program plan to address the following:  Culinary training/certifications  Skills/Employability development  Job placement Alternative Approach

26 Current MWBE requirement provides limited advantages and the benefits are difficult to measure Plan to utilize contractor expertise to assist with community outreach, as well as offender and inmate re- entry programs Will improve ability to measure initiative successes and outcomes within the community

27 Action Requested Extend current contract through July 14, 2012 (90 days) and authorize increased purchase of meals Utilize proposed RFP Scoring Criteria
