9 9 Today’s Presentation  Who am I?  How I see Lahore today and how I envision it in 2030?  What am I doing toward fulfilling my mission.  What is Child Protection & Welfare Bureau?  How does it work?

10 10 Lahore - The Reality   Not being an architect but a child advocate when I look at the streets of Lahore I don’t focus on the architectures of the buildings but on the destitute and neglected children who are the architects of the future of our country and yet living on our streets in inhuman conditions.   An estimated 10000 street children in Lahore.   More than 4000 beggar children in Lahore.   Over 6000 children exposed to danger of sexual exploitation & HIV Aids.

11 11 The Need of Today is to Focus on   Hazardous Child Labor   Child Beggary   Commercial Sexual Exploitation of Children   Juveniles   In Jails   Released from Jails   Kidnapped, Run Away and Lost Children   Drug Addicted Children   Disabled Children   Lack of recreational facilities   Child Smuggling for camel race (Camel Jockeys)   Condition of Orphanages.

12 12 My Vision To create a child-friendly society, in which every child can live in a family or family like environment where all his / her physical, social and psychological needs are fulfilled.

13 13 My Mission To work towards an environment, in which families, communities, organizations and governments ensure that children’s physical, social and psychological needs are fulfilled, so that they grow into healthy, contributing members of society.

14 14  The Prophet, Peace & Blessings of Allah Be Upon Him, said: “He is not one of us he who shows no mercy to our young.”  The Prophet, Peace & Blessings of Allah Be Upon Him, said: “I and the sponsor of the orphan will be (companions) in Heaven just like these two…” and he showed his middle and index fingers. 15 15 What am I doing to fulfill this mission?

16 16 The Initiative   With the full support of the Chief Minister Ch. Pervaiz Elahi, I have established an institutional setup for the rescue, care, welfare, rehabilitation and reintegration of these unfortunate children.

17 17 The Law  Prior to 2004, there were a number of laws dealing with these issues, but none was comprehensive nor effective.  Punjab Destitute & Neglected Children Act 2004 was drafted and promulgated in June 2004 to provide a comprehensive legal frame work for an effective institutional arrangement.

18 18 What is Child Protection & Welfare Bureau?  An autonomous organization of the Govt. of the Punjab which was formally inaugurated on February 24 th, 2005 by the Chief Minister Punjab.

19 19 Components  Child Protection Unit established for the rescue, recovery, protective custody, rehabilitation, reintegration and follow up of destitute & neglected children. Comprehensive psychological and medical services are also provided.  Child Protection Institution established for the admission and temporary and permanent care, protection and rehabilitation of destitute and neglected children for their immediate and basic need of shelter, food, clothing and health, education and recreation.

20 20  Child Protection Court established to provide legal, protective custody for destitute and neglected children and prepare legal reintegration with families.  Child Help Line # 1121 Services are available round the clock.  Open Reception Centers are designed as onsite help centers for the street, runaway and abused children. This is basically a welcoming facility available for the children in easily accessible areas.

21 21  Family support program  for the socio-economic uplift of destitute & neglected children families to earn respectful livelihood through.  Provision of vocational skills/imparting training in different trades.  Provision of psycho-social counseling.  Developing linkages with different organizations dealing in micro-credit financing. Cheque Distribution Ceremony Earning Livelihood

22 22  Child Protection Committees  Established CPC at Provincial, District and Union Council Level for:-  Community participation/involvement  Identification of the destitute & neglected children and their families.  Provision of financial assistance  Follow-up and monitoring of the children reunited with their families. 23 23  However, this is only the beginning. But a very fine beginning indeed. We have just started the journey & still have to go a long way. However, I must proudly submit that we have laid sound foundations of a truly magnanimous institutional set up to be developed in the years to come- Insha Allah.

25 25  A vision statement encompasses the desired future for the concerned enterprise.  A vision statement provides basis on which the people involved can work towards.  The purpose of a vision statement is to inspire members to a common desirable and happy future. What is Vision?

26 26  With this notion of vision in mind, I am proposing an ideal Lahore !  A child-friendly Lahore, in which every child is living in a family or family like environment. All his/her physical, social and psychological needs are fulfilled by the families, communities, organizations and governments without any discrimination.

27 27 I foresee Lahore as:-  A model of Islamic Welfare State in respect of children where every child is enjoying his basic rights without any discrimination.  Children previously destitute & neglected are well educated/skilled and well aware about their basic rights.

28 28  No beggar children and very few street children.  A society socially mature regarding their responsibilities towards Islamic concept of Haqooq ul Abad in general and particularly for children.

29 29  A network of volunteer groups of the service providers and care givers.  Children assembly for child related matters.  A large number of institutions advocating child rights for these unfortunate souls and providing protection, education, mental and physical health, vocational training and reformatory facilities to these children.

30 30  All of the above leading to a change in the lives of destitute & neglected children so all children can live their childhood as they are meant to !  Being loved and cared for in happiness and peace. So they can be nurtured into becoming healthy productive architects of the future of Lahore and Pakistan. The change
