CAANZ Design Delegates Seminar EASA Design Organisation Features presented by Richard Leaper Chief Design Engineer Altitude Aerospace Interiors Ltd 29 October 2009

Presentation Contents What is Altitude EASA Design Organisation Structure Key EASA points of difference Project Classification Process Authorising Delegates/ Head of Design Function Design /Manufacturing Relationship Summary

Altitude Philosophy Helping Airlines achieve differentiation through their aircraft interiors experience Organisation  Altitude Aerospace Interiors (Altitude) became corporatized in August 2008  Altitude previously operated as ANZES Design Engineering, a division of Air New Zealand. The airline repair function remains with Air New Zealand Ltd as DO12861  20+ years experience as a design organisation as part of the Air New Zealand organisational structure including 10 years as a CAANZ 146  Boeing BFE / SFE Supplier ( AS9100 accreditation mandatory)  EASA Design Organisation Approval (DOA) EASA 21J.369 achieved 31 March 2009

Key Products and Services Altitude provides three main services: Design and Supply of Bespoke Interior Monuments for premium cabins of transport aircraft – focus on innovative design features Integration and Reconfiguration Engineering – Activity principally as an enabler for retrofit of our bespoke interiors VIP Refurbishment and Completions – Boeing 737/BBJ, Airbus 319/ACJ, and larger aircraft.

Interior Products - Examples B777 Bar / Ceiling Complex

VIP Fit Outs

Altitude Design Organisation Structure Matrix organisation with separate reporting lines for “showing compliance “ and certification (compliance verification)

Head of Design Responsible for the conformance of the Organisation with its approved documented process Head of Airworthiness Verification of compliance. Responsible for the certification process, Liaison with the regulator Head of Independent Monitoring Independently monitors the Design Assurance System Key EASA Design Organisation Functions

EASA Design Assurance Design Assurance Process Elements: Type Investigation Program ( Certification Plan) (first step is project classification, is it within DOA scope?) Verification of Compliance (Certificate of Compliance) ( Office of Airworthiness function) Declaration of Compliance (Approval) (Head of Design Function) Independent Monitoring Program ( Internal QA) (Head of Independent Monitoring Function)

Project Classification Form Answer “No” for anything & go direct to EASA with an STC Application, or “Major” repair.

Project Classification Form Answer “Yes” then go to EASA. EASA may still elect to delegate approval to the Design Organisation

Altitude Internal Authorisation Process Categories of Authorisation ( Pre EASA DOA) –Check by –Statement of Compliance –Delegated Approval Syllabuses of material created for each Authorisation and discipline Professional Style Interviews: a board of at least two senior authorised persons not in regular contact with candidate. Assessment covers syllabus material and contextual role of engineer in society.

Altitude Authorisation Process Categories of Authorisation ( Post EASA DOA) –Check by –Statement of Compliance –Compliance Verification Engineer (CVE) Categories Cabin Safety, Structures, Electrical /Avionics –Approval/ Declaration of Compliance Syllabuses of material created for each Authorisation and discipline Professional Style Interviews: a board of at least two senior authorised persons not in regular contact with candidate. Assessment covers syllabus material and contextual role of engineer in society. Exam questions retained with comments and attached to Authorisation form (EASA actually only require authorisation records for CVE function)

Design Manufacturing  DOA controls product entering Industry  Regulatory Contract to manage Continuing Airworthiness responsibility & ensuring up to date data transfer between organisations  Schedule of Parts identifies authorised parts list that can be sold

Supplier Arrangements Design Manufacturing  Supplier Arrangements are a contractual arrangement similar to a Service Level Agreement  Requirements  Manufacturing Organisation to advise design of changes to company ownership, change of key people, changes to organisation, changes to key sub- tier suppliers  Notification of continuing Air worthiness  Ability to audit Manufacturing Organisation by Design Organisation

Summary  EASA Part 21 and DOA requirements do not conflict with CAANZ 146 requirements  EASA Organisational Approach to Design Approval Function is more robust and facilitates efficient and effective regulatory oversight of critical  Design & Manufacturing relationship puts control firmly with the Design Organisation
